About the Position
The Technical Officer (Fish Hatchery) will support in implementation of the WorldFish project in the state of Uttar Pradesh in general and assigned to the Fisheries Department, Government of Uttar Pradesh funded project - “Capacity building of project beneficiaries and government officials for fish seed system transformation in Poorvanchal region of Uttar Pradesh”, in particular, ensuring that the objectives of the project and the deliverables/results are achieved on timely manner and with quality.
The incumbent will provide handholding support to the stakeholders including fish hatchery operators, fish hatchery technicians and fish seed growers in Government, private, cooperative and FFPO sectors in close coordination with the officials of the project partners and other national agencies including Fisheries Department, Government of Uttar Pradesh, ICAR Fisheries research institutes (especially NBFGR and CIFA), National Freshwater Fish Brood bank of the National Fisheries Development Board (NFDB), MPEDA-RGCA, Universities, NGOs, private companies etc. in order to achieve the objectives and goals of the project. S/he directly reports to the Project Manager – Uttar Pradesh.
The successful candidate will:
- Provide technical support to the Project Manager in drafting various scheme guidelines for fish seed system transformation in UP and technically support to implement them at field level.
- Assist in preparation and implementation of the Project Annual Action Plan. Also, assist in preparation of Annual technical Reports for submission to the Department of Fisheries, UP.
- Assist in the convening and conduct of annual project steering committee meetings to review annual progress reports and workplans.
- Assist in preparation of monthly project progress reports and participate in the regular project review meetings.
- Assist in promotion of National and Global best practices and standards in Fish hatchery Sector of Uttar Pradesh for achieving the self-sufficiency and quality of seed of commercially important and diverse fish species including Indian Major Carps, Amur Common Carp, GIFT Tilapia and Pangasius.
- Assist in preparation of technical contents for various Fish hatchery related IEC materials (manuals, posters, leaflets, video documentaries etc.).
- Prepare “Success stories” from project implementation areas on quarterly basis.
- Build strong rapport and network with local players in the fish seed system for improving the value chain efficiencies.
- Collect the field level data through field surveys conducted under the project and support the MEL team in data collation, analyses, interpretation and report preparation.
- Assist in preparation of model bankable Detailed Project Report (DPR) for facilitating bank finance to project beneficiaries.
- Assist in conducting the workshops, seminars, trainings and exposure visits to the Government officials and project beneficiaries.
- Provide on-site technical support to fish hatcheries for adoption of seed production technologies, SOPs and best practices.
- Participate in various trainings and awareness programs on aquaculture, in particular, the fish seed production systems, conducted by the Department as subject matter specialist.
- Carry out any other technical activities, as assigned by the Project Manager.
This job might be for you if you have the below skills and qualifications:
- Education: Bachelor of Fisheries Science or Master of Science (Fisheries / Marine Biology / Zoology / Life Sciences) is essential.
- Minimum of 05 Years of practical hands-on work experience in fish hatchery and aquaculture seed farms as an aquaculture specialist / fish hatchery technologist.
- Experience in preparation of extension / IEC materials in aquaculture sector.
- Experience in conducting training and exposure visits to stakeholders, especially hatchery operators.
- Most updated on macro and micro level trends on the Indian and Global fisheries and aquaculture sector.
- Strong understanding on freshwater aquaculture value chain in India, particularly in Uttar Pradesh.
- Good understanding of Government policies, schemes and programs on fisheries sector at national and state level.
- Ability to understand and critically analyze the emerging technologies, challenges and issues in fish hatchery sector at cross-sectoral level and effectively communicate it to Department officials and stakeholders.
Desirable Skills/Experience
- Team player in a multi-cultural work environment.
- Possess a keen interest in travelling extensively to work with communities for their developmental impacts.
- Highly proficient in computer usage (MS Office suite mainly Word, Excel and Power Point) and well versed with documentation.
- Excellent communication and extension skills in Hindi and English, with strong proficiency in speaking, writing, and reading, enabling effective engagement with diverse stakeholders.
This is a Nationally Recruited Staff (NRS) position and WorldFish offers a competitive remuneration package including comprehensive benefits (but not limited to) insurance coverage for staff and eligible dependents, employer provident fund contribution, paid leave, and others. The duration of the contract will initially be for a three-year period with possibility for extension, depending on funding and performance.
