About the Position

The Project Manager will lead the implementation of the WorldFish project in the state of Uttar Pradesh in general and assigned to the Fisheries Department, Government of Uttar Pradesh funded project - “Capacity building of project beneficiaries and government officials for fish seed system transformation in Poorvanchal region of Uttar Pradesh”, in particular, ensuring that the objectives of the project and the deliverables/results are achieved on timely manner and with quality.

The incumbent will provide handholding support to the stakeholders including fish hatchery operators, fish hatchery technicians and fish seed growers in Government, private, cooperative and FFPO sectors in close coordination with the officials of the project partners and various other national agencies including Fisheries Department, Government of Uttar Pradesh, ICAR Fisheries research institutes (especially NBFGR and CIFA), National Freshwater Fish Brood bank of the National Fisheries Development Board (NFDB), MPEDA-RGCA, Universities, NGOs, private companies etc. in order to achieve the objectives and goals of the project. S/he directly reports to the Country Representative of WorldFish in India.

The successful candidate will:

  • Provide overall leadership to the project operations and management with technology, teamwork, transparency and in a time-bound manner, in consultation with and with guidance from the Director of Fisheries, Uttar Pradesh and the Project Nodal officer of the Department of Fisheries, Uttar Pradesh.
  • Draft various policy/program/scheme guidelines on fish seed system transformation in consultation with concerned officers of the Fisheries Department, UP for submission to the higher authorities in the Department. And technically support the Department to implement the guidelines at field level.
  • Prepare the Project Annual Action Plan for implementing and achieving the project objectives and activities under the guidance of the project Steering Committee headed by the Director of Fisheries, Uttar Pradesh or as notified by the Fisheries Department, Government of Uttar Pradesh. Also, prepare Annual technical Reports for submission to the Department.
  • Assist the Department in conducting the annual project steering committee meetings chaired by the Department head to review annual progress reports and workplans.
  • Prepare and submit monthly progress report to the Department and participate in the monthly project review meetings.
  • Promote National and Global best practices and standards in Uttar Pradesh Fish hatchery Sector for achieving the self-sufficiency and quality of seed of commercially important diverse fish species such as Indian Major Carps, Amur Common Carp, Pangasius and GIFT Tilapia.
  • Provide expert input to the Department on fish hatchery and aquaculture practices & technologies, hatchery accreditation and certification program etc. as and when required.
  • Prepare model bankable Detailed Project Report (DPR) for project beneficiaries to avail bank finance.
  • Prepare technical contents for various Fish hatchery related IEC materials (manuals, leaflets, posters, video documentaries etc.).
  • Conduct national and international trainings and exposure visits for the Government officials and project beneficiaries.
  • Provide on-site technical support to fish hatcheries for adoption of technologies and systems.
  • Participate in various fish hatchery trainings and awareness programs conducted by the Department as subject matter expert.
  • Conduct monitoring and evaluation of project activities and prepare MEL reports (baseline and endline surveys).
  • Guide and supervise activities of the project staff and consultants.
  • Carry out any other technical activities, as assigned by WorldFish and as desired by the Fisheries Department, Uttar Pradesh.

This job might be for you if you have the below skills and qualifications:

  • Education: Master of Fisheries Science or Master of Science (Fisheries / Marine Biology / Zoology / Life Sciences) are the minimum requirement. In addition, Post-graduate Degrees such as Ph.D., Masters in Economics / Social Sciences / Business Administration is beneficial.
  • Minimum of 15 Years of field experience in wide ranging aquaculture systems and fish hatcheries as a freshwater aquaculture hatchery technologist / aquaculture specialist or as an entrepreneur at production and management level, especially in private sector, in aquaculturally important states of India.
  • Experience in managing Government / Bilateral / Multilateral Donor funded fisheries & aquaculture development projects.
  • Proven skills in project operations, management and overall coordination.
  • International work experience in aquaculture sector under commercial projects and/or development programs of international organizations is an advantage.
  • Experience in drafting the policy and scheme guidelines for Government Departments in India.
  • Experience in preparing extension / IEC materials and training modules in aquaculture sector.
  • Experience in conducting national and international training and exposure visits to stakeholders.

Desirable Skills/Experience

  • Most updated on macro and micro level trends on the Indian and Global fisheries and aquaculture sector.
  • Strong understanding on freshwater aquaculture value chain in India, particularly in Uttar Pradesh.
  • Good understanding of Government policies, schemes and programs on fisheries sector at national and state level.
  • Ability to understand and critically analyze the emerging technologies, challenges and issues in fish hatchery sector at cross-sectoral level and effectively communicate it to Department officials and external stakeholders.
  • Team player in a multi-cultural work environment.
  • Possess a keen interest to travel extensively to work with communities for their developmental impacts.
  • Highly proficient in computer usage (MS Office suite mainly Word, Excel and Power Point) and well versed with documentation.
  • Excellent communication and extension skills in Hindi and English, with strong proficiency in speaking, writing, and reading, enabling effective engagement with diverse stakeholders.

This is a Nationally Recruited Staff (NRS) position and WorldFish offers a competitive remuneration package including comprehensive benefits (but not limited to) insurance coverage for staff and eligible dependents, employer provident fund contribution, paid leave, and others. The duration of the contract will initially be for a three-year period with possibility for extension, depending on funding and performance.
