DutiesAs an Engineering Equipment Operator, your duties may include, but are not limited to, the following:
  • Operate heavy equipment close to buildings, drop-offs, irrigation canals and water control structures such as dams, concrete head walls and metal pipes.
  • Operate heavy engineering equipment on flat, rolling terrain where finish grades are rough or fine.
  • Operate equipment on flat, rolling and frequently wet or flooded (wetland environment) terrain with some uneven characteristics due to habitat differences or artificial slopes such as roads and dikes.
  • Operate a variety of tracked and wheeled heavy equipment, such as excavators, skid steers, dozers, dump trucks/trailers, motor-grader, agricultural and articulating tractors with implements, herbicide spraying equipment.
  • Excavate, build, grade, load, level and finish to exact specifications using an excavator, bulldozer, loader, backhoe, road grader, forklift, scraper or trencher close to above and below ground facilities and equipment such as structures, utility lines, culverts, irrigation equipment, fences and pavement based on engineering drawings as appropriate.
  • Conduct disking, chopping, mowing, rotovating, digging, loading, and leveling to a rough grade for culvert installation, ditch cleaning, creating and maintaining trails.
  • Operate farm tractors with auxiliary equipment for farming, mowing, herbicide spraying, maintaining dikes and fire breaks, and other related activities.
  • Safely attach trailers for towing, load heavy equipment, and secure loads to meet Federal Safety Standards.
  • Follow verbal instructions and keep supervisor informed on the status of job assignments and problems encountered.
  • Plan and lay out work from oral instruction and work orders.
  • Conduct disking, chopping, mowing, rotovating, digging, loading and leveling to exact specifications based on engineering drawings.
  • Service and repair equipment including checking fluids, lubricating, replacing components that require dismantling of the equipment such as radiators, hydraulic tanks, alternators, tracks, and excavator bucket teeth; and rebuild components.
  • Check, service or perform preventive maintenance and makes repairs and adjustments to equipment and attachments before, during and after operation.
  • Maintain diesel and/or gasoline motors.
  • Keep written maintenance records for all equipment operated.

  • Suitability for employment, as determined by background investigation.

  • Duties of this position require the employee to obtain and maintain a valid Class A State Commercial Driver's License (CDL) to operate various vehicles and equipment.
  • Driver’s License: Selectees required to possess and maintain a valid State driver's license at all times during their tenure.
  • Selectee must obtain a Pesticide Applicator's License within 6 months of employment.
  • Uniform: Official U.S. Fish and Wildlife Service uniform required.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and holidays.
  • Probationary Period: Selectees may be required to successfully complete a probationary period.

QualificationsBy the closing date of this announcement, you must meet the requirements of the Office of Personnel Management (OPM) Handbook X118C, Job Qualification System for Trades and Labor Occupation.Although no specific amount of experience, education or training is required, applicants must meet a minimum level of ability in relation to the position and the Assessment Questionnaire in order to be rated qualified for consideration. To be qualified candidates must meet any screen out element(s) listed at an "acceptable" level, and must achieve an average rating of at least "acceptable" on all of the elements. Only education, training, or experience acquired before the closing date of this announcement will be considered. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements.The screen out element for this position is: Ability to do the work of an Engineering Equipment Operator without more than normal supervision.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for experience for Wage Grade (WG) positions.

PCS INFORMATION: Entitlements for payment of basic moving expenses, as required and to the extent allowed by the Federal Travel Regulation (FTR) 302-3.101, are authorized for eligible applicants changing duty station when the change meets the distance tests as provided in FTR 302-1.1 and 302-2.6. All moving expenses are taxable. Discretionary entitlements are not authorized for this position.
