About SAFET
The Seafood and Fisheries Emerging Technologies (SAFET) initiative is a project of Multiplier (a U.S.-based non-profit organization), and a global platform dedicated to bridging the gap between emerging and existing technologies and real-world fisheries needs. SAFET empowers fishers, regulators, industry leaders, and technology providers by sharing knowledge, showcasing solutions, and bringing global stakeholders together to promote sustainability, efficiency, and transparency in the seafood and fisheries sector.
Through interactive platforms such as FISH-TECH-CONNECT, SEA-TECH-IN-MOTION, and the biennial SAFET Conference, we highlight proven and emerging innovations, foster collaboration, and strengthen communities of practice worldwide.
Purpose of this RFP
We are seeking proposals from qualified applicants to serve as Regional Community Engagement Specialist for Asia/Pacific. The selected contractor will lead SAFET’s outreach, engagement, and growth in the region, focusing on:
- Amplifying SAFET’s regional presence;
- Building strong relationships with diverse stakeholders; and
- Ensuring that regional technologies, success stories, and lessons learned are shared within SAFET's global community
Scope of Work
The contractor is expected to deliver on the following areas of work:
1. Community Building & Stakeholder Engagement
- Expand SAFET’s regional audience by engaging stakeholders from industry, government, NGOs, academia, and technology providers.
- Build relationships, identify opportunities for collaboration, and convene stakeholders around shared priorities.
- Host and coordinate online webinars, workshops, and communities of practice to highlight regional priorities and innovations.
- Represent SAFET at regional and global events, conferences, and workshops.
2. Platform & Communications
- Support the growth of SEA-TECH-IN-MOTION by encouraging contributions of regional projects, case studies, and success stories.
- Source and share regional news, innovations, and examples of technology use.
- Contribute to SAFET’s communications, including social media, digital platforms, and website content.
3. Conference & Event Support
- Contribute to the planning and delivery of the SAFET Conference 2026 (Philippines), including agenda development, speaker engagement, sponsorship outreach, and event promotion.
- Provide logistical and on-site support as needed.
4. Collaboration & Global Support
- Coordinate with the Executive Director and other regional managers to align activities and campaigns.
- Share regional insights, success stories, and lessons learned with the global SAFET network.
- Contribute to cross-regional initiatives that build brand awareness and global visibility.
Contractor Qualifications
Essential
- Fluent in English (written and spoken).
- Knowledge of sustainable fishing, ocean conservation, or seafood supply chains.
- Demonstrated experience in building partnerships with government, industry, NGOs, and/or multi-stakeholder groups.
- Proven ability to grow communities, networks, or stakeholder engagement platforms.
- Proactive approach with experience engaging stakeholders and facilitating workshops or multi-stakeholder discussions.
- Confident communicator with experience leading webinars, presenting at events, and managing communications (including social media and digital platforms).
- Willingness to travel regionally and internationally on occasions, including to the SAFET Conference 2026.
- Given the concentration of work in the Philippines and the region, preference will be given to the applicants based in the Philippines or neighboring Southeast Asian countries. SAFET is also expanding to East Asia, so preference will also be given to applicants based in South Korea.
Desirable
- Proficiency in one or more Southeast or East Asian languages is highly desirable.
- Familiarity with technology solutions used in fisheries and seafood.
- Experience working in international or multi-stakeholder initiatives.
- The ability to communicate effectively with diverse stakeholders across the Asia-Pacific region will be considered an asset.
- Understanding of donor and philanthropic landscapes related to oceans and fisheries.
- Experience with online community development and knowledge-sharing systems.
- Experience working in or with nonprofit organizations.
Education/Professional Background
- Demonstrated expertise in a relevant field (e.g. environmental science, fisheries, marine policy, international relations, communications) gained through formal education, professional experience, or a combination of both.
Contract Details
Type: Services Agreement
Level of Effort: 30-40 hours per week
Contract Period: Preferred start at the end of October/beginning of November 2025 for a total term of up to 12 months
Budget: The budget for this contract is estimated to be between $55,00-$85,000 USD (or equivalent in local currency). Final compensation will be determined based on the qualifications and location of the selected contractor, and the competitiveness of the proposal.

Proposal Submission Requirements
Interested contractors are invited to submit a proposal that includes:
- Technical Proposal: Approach to delivering the scope of work and key/methods/strategies. Please also include your availability (proposed start date and any constraints).
- CV/Resume: Detailing education, qualifications, professional background, and past Performance. Please include a list of 2-3 previous clients that you performed similar work for, in particular in the areas of stakeholder engagement or community management. Please also specify your legal formation (e.g. sole proprietor, LLC, corporation). In case you don’t have a registered legal business or incorporation status, the application must include supporting documentation to show that you market this type of service to the general public (e.g. website link, LinkedIn profile, promotional materials) in order to meet the independent contractor requirements.
- Financial Proposal: Hourly/Daily or monthly rate (all-inclusive of taxes, benefits, and overhead).
