Vacancy – Resilience Advisor

Position Title: Resilience Advisor Branch / Department: Office of the CEO Location: PICRC, Koror, Republic of Palau Salary: $33,318.88 – $49,194.95 per annum depending on experience and qualifications plus generous fringe benefits Closing Date: March 16, 2022

**Position Purpose: ** Palau International Coral Reef Center (PICRC) is seeking applicants for the position of Resilience Advisor. The position, which is based in Palau, is part of the GRBF’s Resilient Reefs Initiative (RRI).

RRI is a global initiative to support World Heritage-listed coral reef sites and the communities that depend on them to adapt to climate change and local threats. The Initiative is partnering with PICRC and the Koror State Government to design and deliver integrated solutions that build the resilience of coral reefs and the communities that depend on the reefs. As part of this exciting initiative, a suitably qualified Resilience Advisor is being recruited for the Palau project site.

The Resilience Advisor will provide strategic and technical support to Palau’s overall reef and community resilience efforts, working locally on the whole reef system, in conjunction with all stakeholders (Managing Authorities, local communities, researchers, socio-professional bodies). This role will facilitate and support the partnership with RRI including sharing lessons and co-creating with peers and reef managers in Palau and around the world, and working with scientific partners and practitioners to leverage critical resources and tools for local action.

Duties and Responsibilities

  1. Coordinate and convene regular calls between PICRC, GBRF, AECOM and KSG to discuss progress and opportunities for partnership — 10%
  2. Act as a site’s representative and liaison to the Resilient Reefs initiative (in collaboration with the CRO once recruited), including collaborating with peers in the network, learning and sharing best practices, and engaging potential partners across industries and sectors to advance strategy development and project design    — 15%
  3. Establish and maintain collaboration with the Resilient Reefs network of CROs and Resilience Advisors, and build the skills and knowledge to use the RRI strategy process and tools to bring appropriate support to the site — 20%
  4. To work with local stakeholders and RRI partners on design and development of local projects, to share insights and opportunities on how to best progress work in Palau and to ensure global partnership opportunities are identified and established — 30%
  5. Establish and maintain collaboration with a wide range of internal and external stakeholders across the site to ensure active and inclusive input and participation — 20%
  6. Other duties as assigned by supervisor – 5%

Factors / Criteria

Ⅰ. Educational Requirements (Minimum Requirements) plus special Requirements This position requires a Master’s Degree in Environmental Science, Natural Resources Management, Sustainable Development or other closely related field. * Bachelor’s Degree in abovementioned fields with five years of relevant experience will be considered.

Ⅱ. Knowledge and Experience Requirements Minimum of five years management experience in working in a diverse organization such as a government agency or large non-profit organization. Experience with implementing projects/activities involving resilience-based planning and natural resources management, etc. and/or leading strategic planning and operations in key areas of public policy, reef management and/or community development is preferred.

Ⅲ. Complexity of Work Assignments The job requires extensive practical and procedural knowledge across a technical or specialist area where the job holder is required to understand, and interpret information to carry out tasks and operations; write and interpret written reports. The use of advanced creativity or, analytical judgment, and evaluation skills to interpret complex information or situations and/or to solve difficult problems or develop, modify or design solutions and plans.

Ⅳ. Supervisory Controls Ability to clearly define and communicate roles and responsibilities to colleagues, staff, volunteers or other people to carry out routine or specific assignments to satisfactorily achieve results. Accountable for managing significant if not all resources (financial, human, facilities); The employee is expected to develop and carry out programs, projects and research independently. Has overall control and is responsible for developing a budget and expenditure plan.
