This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Center for Operational Oceanographic Products and Services (CO-OPS) with one vacancy in Silver Spring, MD or Tuscaloosa, AL.

As a Social Scientist/Physical Scientist, you will perform the following duties:

  • Lead the coordination of the Coastal Coupling Community of Practice (CC CoP). Maintain and update the CC CoP charter. Implement and maintain a roadmap/action plan for the CC CoP members to address high priority needs for coupling inland hydrologic and coastal hydrodynamic models. Maintain the CC CoP website (i.e. upcoming webinars, projects, news, presentation library, etc.) and meeting archives.
  • Act as the technical liaison between the National Ocean Service (NOS), Oceanic and Atmospheric Research (OAR) and National Weather Service (NWS) coastal coupling efforts. Advocate for and manage the continued relationship between NWS/NOS modeling communities. Ensure that the requirements of hydrologic and coastal hydrodynamic models in the coastal transition zone are well documented and defined based on user needs. Identify gaps in capabilities between NOS and NWS models and enlist support from the CC CoP and the NOS Modeling and Prediction Team to address these gaps. Serve as a focal point and an advocate for the external CC CoP modeling community to relay recommendations to NOS and NWS on coastal coupling modeling initiatives.
  • Lead the collection, analysis and summation of stakeholder requirements for oceanographic, hydrologic, meteorological and ecological/environmental observations and model forecasts, tools and services, including those gathered from direct engagement, focus groups, surveys, workshops, communities of practice and other stakeholder methods. Generate and validate requirements for routine and specialized operational products, tools and services derived from data sets that meet end user needs for safe marine navigation and coastal resiliency. Explore new service delivery models and suggest practices to support production of data, models, guides, and decision-support tools for stakeholder use at the state and local government levels. Use best practices for stakeholder engagement and adult learning practices to help design and deliver effective discussions and exchanges.
  • Lead meetings with the external modeling community and National Oceanic and Atmospheric Administration (NOAA) modelers to develop recommendations and identify science priorities to improve the coupling of coastal hydrodynamic and inland hydrologic models. Oversee and provide direction to regular meetings with the executive steering committee to discuss general approaches, priorities and direction for the CC CoP. Manage coordination of working groups consisting of CC CoP members to address high priority coupling needs identified by the membership, and distribute working group work plans/meetings/agendas/notes.
NOTE: These duties are described at the full performance level of the ZP-4; the ZP-3 is developmental leading to such performance.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-3 is equivalent to the GS-11/12.
The ZP-4 is equivalent to the GS-13/14.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position may be filled with series 0101 (Social Science) / 1301 (General Physical Science). Each series requires applicants to meet a Basic Education Requirement in addition to at least one full year (52 weeks) of specialized experience or a substitution of education for experience (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet one of the following basic education requirements:

To qualify for the 0101 series:
EDUCATION:
A. Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
B. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
C. Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

To qualify for the 1301 series:
EDUCATION:
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of education an experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

-AND-

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To quality at the ZP-3 or GS-11 level:
SPECIALIZED EXPERIENCE: In addition to meeting one of the Individual Occupational Requirements, applicant must also possess one full year (52 weeks) of specialized experience equivalent to at least the next lower pay band, ZP-2 or GS-09 grade level, in the Federal service. Specialized experience MUST include all of the following:

  • Disseminating information on oceanographic, hydrologic, meteorological, ecological or environmental data or products to stakeholders; and
  • Interacting with internal and external stakeholders in order to develop collaborative relationships.

OR
SUBSTITUTION OF EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
OR
COMBINATION OF EDUCATION AND EXPERIENCE:A combination of education and professional experience. Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. (Note: Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience.)


To qualify at the ZP-4 or GS-13 level:
SPECIALIZED EXPERIENCE: In addition to meeting one of the Individual Occupational Requirements, applicant must also possess one full year (52 weeks) of specialized experience equivalent to at least the next lower pay band, ZP-3 or GS-12 grade level, in the Federal service. Specialized experience MUST include all of the following:

  • Coordinating meetings between stakeholders;
  • Participating in the development of written guidance documents for standard operating procedures; and
  • Suggesting practices to support the production of data, models, guides, and decision-support tools for oceanographic, hydrologic, meteorological, ecological or environmental science projects.

Education

You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume.
