About the Chesapeake Bay Foundation

Established in 1966, the Chesapeake Bay Foundation (CBF) is the largest regional nonprofit conservation organization dedicated to saving the Chesapeake Bay, its rivers and streams, and the wildlife that call it home through education, advocacy, litigation, and restoration. Since 2010, CBF has engaged in a focused effort to defend and implement the Chesapeake Clean Water Blueprint, a binding federal and state collaborative agreement aimed at reducing pollution to the science-based, legally-affirmed levels established by the U.S. Environmental Protection Agency (EPA). The Blueprint is expected to be fully implemented by 2025. If the states and the federal government achieve Blueprint goals, the Bay will finally—after decades of failed efforts—be removed from the Clean Water Act's impaired waters list. Successfully implementing the Blueprint depends on a well-informed, engaged, active, and diverse constituency of members, advocates, and volunteers who speak up and take action to save the Bay.

CBF has a staff of approximately 230 employees working in offices in Annapolis, Maryland; Richmond and Virginia Beach, Virginia; Harrisburg, Pennsylvania; and Washington, D.C. as well as 15 field education program locations. Our staff and volunteer corps work throughout the region educating students and adults, advocating for clean water policies, restoring waterways, and litigating when necessary.

CBF's headquarters office in Annapolis, Maryland is the Philip Merrill Environmental Center, the world's first U.S. Green Build Council's LEED platinum building. About the Hiring Department

Finance

The mission of the Finance department is to establish and maintain the strategies and processes that ensure outstanding fiscal accountability at CBF that enhances the organization's credibility and motivates others to support our goals. The department is committed to providing high-quality financial information and management reporting that responds to the needs of funders, government regulators, administrators, and constituents.

Context of the Position

The Budget Director is a senior member of the Finance Department and is responsible for facilitating and managing all aspects of the organizational budget and financial reporting process for all segments of the organization; monitoring compliance with budget policies and procedures; onboarding, facilitating and training regarding the budget process and software and enhancing the current budget system (Adaptive Insights) to better serve CBF’s areas of fundraising and development, programs, public affairs, and general administration. This position is a key member of the organization’s financial management team and reports directly to the Chief Financial Officer (CFO).

Essential Functions

  1. Oversee the coordination and preparation of the organization-wide operating and campaign budgets and forecasting processes. Establishes, communicates and monitors reasonable timelines for all budgeting, strategic planning and forecast-related activities. Serves as the key financial liaison regarding the budget and forecast throughout the organization. Develops and presents annual budget/forecast(s) to CFO. Assists CFO with the creation of budget & forecast presentation and analysis materials for the Executive Management Team (EMT), Audit and Finance Committee and Board.
  2. Prepares and analyzes monthly budget versus actual financial reports for the CFO, CBF Management, Board of Trustees, Campaign Managers, and departmental Financial Managers. Monitors variances and communicates with departmental liaisons to obtain explanations/ variance information. Reconciles reports to financial software to ensure accuracy. Monitors ongoing revenue and expense activity for proper coding, initiating corrections, if required.
  3. Proactively communicates with management and budget staff to ensure understanding of procedures, processes, software updates and pending deadlines. Coordinates meetings and prepares detailed compensation and expense materials for departmental budget review meetings.
  4. Serves as the senior liaison and subject matter expert to all Financial Managers for matters regarding budgeting and forecasting practices and procedures. Enhances staff understanding of the budgeting & forecasting processes and software usage through group and individual training sessions. Develops and maintains easily understandable training materials used for on-boarding new Financial Managers.
  5. Functions as the budget software administrator. Continuously works to identify and implement system improvements and modifications to enhance functionality and provide management with the tools for decision making. Serves as the key contact and manages critical relationships with software vendors and consultants. Acts as the initial point of contact for staff experiencing software issues. Promptly solves and rectifies identified problems or elevates to the vendor in a timely manner for resolution, if necessary. Performs monthly upload maintenance and reconciliation to ensure budget software properly mirrors financial software (Intacct). Prepares budget and monthly forecast data for integration into financial software. Facilitates the implementation of any new budgeting software in coordination with the IT department.
  6. Manages the work of the Financial Planning and Analysis Manager.
  7. Works collaboratively with Development staff, Accounting and Finance Grant Management Team to prepare budget information for private grant reports and proposals.
  8. Other Responsibilities;Contributes to collaborative work environment with competing and shifting priorities. Miscellaneous projects & duties, as assigned by the CFO.

Professional Experience and Qualifications

Bachelor's degree in business, finance, or other appropriate discipline, plus seven or more years of relevant financial and budget management experience, or a combination of education and experience from which comparable knowledge and skills are acquired. MBA or CPA certification a plus.

Required Skills & Abilities

  • Strong analytical and numeracy skills with attention to detail.
  • Broad base of relevant technical knowledge and skills related to accounting and financial management systems, with fund accounting/non-profit experience preferred.
  • Strong planning, administrative, organizational, and budget management skills.
  • Ability to communicate effectively with a wide range of internal and external stakeholders with varying backgrounds and understanding of finances.
  • Ability to work effectively with cross-departmental staff members of all position levels.
  • Exceptional communication and interpersonal skills with the willingness to work both independently and collaboratively across the organization.
  • Must be very proficient with Microsoft Office applications, specifically MS Excel.
  • Experience with general ledger, financial software (preferably Sage Intacct & Adaptive Insights), financial statements, reconciliations and budgets, is a must.
  • Must be a self-starter and possess strong ability to multi-task while under stringent deadlines.

Salary Range: $123K
