Position Summary
The West Coast Ocean Alliance (WCOA) requests proposals for a Project Manager to join its core contract team to support all project activities, government member engagement, and the tracking of current and future WCOA funding implementation. The Project Manager will work closely with the WCOA Executive Director and WCOA Tribal Engagement Director to manage a portfolio of projects, including efforts related to regional ocean science, assessment of ocean health, aquaculture, Tribal engagement, ocean energy and research, the WCOA fellowship program, communications, ocean data, and all aspects of engagement with WCOA member governments (Tribal, State, Federal) and other regional partners. The contractor will support communication efforts with member governments, partners, and interested stakeholders to amplify WCOA products and strengthen support for WCOA activities. The role will also work closely with WCOA’s fiscal sponsor, Coastal States Stewardship Foundation (CSSF), to support project administration related to project budgets, contracting, and other administrative support.
Primary Responsibilities
Working closely with WCOA core contract staff, project contractors, and all government members, the WCOA Project Manager will manage a specific portfolio of operational and project tasks in support of the WCOA, including: ● Support planning, preparation, facilitation, and member engagement related to WCOA project activities, including WCOA’s working groups, summits, planning committees, and other tasks to implement WCOA’s strategic priorities. ● Coordinate with external WCOA project consultants to efficiently support WCOA activities and ensure effective engagement with WCOA core contract staff, fiscal sponsor, WCOA Caucuses, Working Groups, and broader membership, as needed. ● Support effective engagement with WCOA members around project activities and outcomes, and identify appropriate coordination opportunities around WCOA efforts for external partners and stakeholders. ● Coordinate and track project progress and deliverables for project activities in coordination with other WCOA contract staff, including ongoing reporting and progress tracking related to WCOA funder requirements. ● Represent the Alliance during WCOA outreach, partner meetings, conferences, workshops, and other invited speaking engagements, as needed. ● In close coordination with WCOA’s fiscal sponsor, support project fiscal activities, budget tracking and reporting, contracting, general business operations support, and associated tasks, as needed.
Preferred Skills & Qualifications
● Expertise and at least four years of experience in project management related to ocean, coastal, or environmental management, including support of multi-partner collaboration toward specific project deliverables. ● At least two years of facilitation experience with virtual and in-person groups (direct experience supporting facilitation and collaboration with multi-government groups preferred). ● Educational background in ocean policy, coastal management, ocean science and data, or environmental management; graduate degree related to ocean policy, coastal management, or ocean science preferred. ● Familiarity with federal, state, and Tribal ocean management and planning, including experience engaging with government agency staff and non-governmental stakeholders; experience working in the U.S. West Coast region is preferred. ● Previous experience implementing or partnering with federal agency programs and funding related to ocean management, ocean planning, ocean science, and related activities is preferred. ● Ability to work independently and manage project tasks, timelines, and deliverables efficiently with minimal supervision.
Compensation & Administrative Details
● The contract will pay up to $52.88 per hour (depending on experience and qualifications) to support a maximum of 40 hours of services per week; the exact schedule and number of hours for this role will be finalized in coordination with the WCOA Executive Director. ● The anticipated start date is late summer 2025, with an initial contract duration of up to 12 months. Funding for this contracted role may continue beyond 12 months; as with all WCOA contracts, possible amendments and extensions will be assessed after the previous contract concludes. ● This contract does not include healthcare, retirement, or other benefits. ● WCOA may provide computer equipment to carry out the scope of work if the selected contractor prefers. ● WCOA will provide travel funding for any in-person meetings related to fulfilling the primary responsibilities of this contract. ● The position is expected to be 100% remote; due to the nature of the work, the selected contractor is preferred to be based in the U.S. West Coast region (Washington, Oregon, or California) once the contract begins.
