The Department of Natural Resources (DNR) has an exciting opportunity within our Aquatic Resources Division. Come help us manage state-owned aquatic lands so that our aquatic resources thrive, businesses grow, waterfront public access is provided, and salmon are preserved in perpetuity.

We are looking for a critical thinker with proficient soft skills who is flexible in decision-making. The ideal candidate is able to work with internal and external issues in an active, respectful, and professional manner. The Aquatics Land Manager, Rivers District manages, protects, and restores 28 counties in southwestern and eastern Washington State.

The Land Manager plays a key role in maintaining an inclusive and respectful work environment while working with internal employees, individual citizens, private industry, Tribes, government agencies, and stakeholders to ensure resources are managed to preserve ecological and economic viability, including clean-up, pollution prevention, habitat conservation and protection, restoration, and assessment of proper use of state-owned aquatic lands. **Duties**

**Responsibilities:**

- Work in a respectful and professional manner
- Build professional relationships
- Ensuring that the team achieves the DNR vision and mission and does so consistent with the DNR values and core competencies
- Negotiating aquatic land management issues and proposing contracts to Executive Management
- Aid proponent through the agreement process
- Reviews surveys to meet department guidelines
- Preparing the actual legal lease contract document and the lease exhibits
- Review and comment on project designs and regulatory permits.
- Complete SEPA evaluation and follow up on public comment when DNR is the lead agency for land use authorization
- Ensure compliance with agreements
- Develop resource management plans
- Participate in restoration, mitigation, and creosote removal projects by providing assistance to other program staff.

**Qualifications**

**Required Qualifications:**

- Experience managing multiple complex tasks, setting workload priorities, and completing tasks on time.
- Knowledge of and/or experience with contract, business, or property management.
- Experience interpreting and implementing guidelines, regulations, and laws.
- Experience working with natural resource management/environmental protection issues.
- Experience providing good customer service.
- Experience negotiating contentious issues in a respectful, responsive, and informed manner.
- Experience speaking and writing clearly and succinctly and using typical office software.
- Demonstrated ability to collaborate on internal and external issues in an active, respectful, cooperative, and professional manner.

**Special Requirements and Conditions of Employment:**

- The work environment is a mix between the office and the field, with the majority of work in the office. Most fieldwork involves being on or near the water with the risk of falling in (the use of personal flotation devices is mandatory in such locations.) Most fieldwork involves driving, often on congested roads with a high volume of traffic.
- Travel may be required to locations within the District or Olympia. Most travel is by car. Most travel requires less than two concurrent nights away. Overnight travel is generally less than two nights a month.
- A valid driver’s unrestricted license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.

**Desired Qualifications:**

- Bachelor’s Degree and two years’ experience in natural resource management, real estate, forestry, science, engineering, land use or environmental planning, business or other relevant field.
- Knowledge and understanding of land use authorizations (leases, easements, licenses, etc.) and other legal instruments associated with land management.
- Experience working for or with other resource agencies, tribes, or local governments.
- Knowledge of environmental permitting/regulatory processes and rules.
- Experience working in commodity industries (e.g., shellfish, minerals, timber, or agriculture).
- Experience using business management software and/or GIS.
- Experience with site analysis and/or sampling programs.
- Experience working on public access, recreation, or parks issues.
- Experience operating small motorboats.
