Washington State Department of Natural Resources (DNR) is looking for a **Watershed Restoration Support Specialist **to help build, implement, and lead a new, innovative program to support salmon habitat restoration in Puget Sound watersheds and achieve key outcomes of our Snohomish Watershed Resilience Action Plan (WRAP). The Watershed Restoration Support Specialist will develop and recommend guidelines for a new pilot program, the Large Wood Supply Program (LWSP), with the goal of providing wood for habitat restoration projects in the Snohomish Basin. This is a unique opportunity to drive creation, from the ground up, of a pioneering conservation program.
The Watershed Restoration Support Specialist will be responsible for helping DNR identify means of filling a gap in the restoration supply chain to accelerate salmon restoration, promote watershed health, and achieve goals and deliverables outlined in the WRAP. Large woody material (LWM) installations are a critical component of salmon habitat improvement, but sourcing LWM for restoration is challenging and expensive, representing a significant barrier to increasing the pace of habitat restoration projects. As the agency responsible for managing and regulating forest resources in Washington State, DNR is uniquely positioned to help address this supply chain challenge.
With support from DNR staff, this position will identify the best mechanism(s) for sourcing wood that meets the needs of our salmon recovery partners, determine how to transport and store large wood, and select and oversee implementation of the initial habitat restoration installations utilizing wood provided by the agency. Additional duties include engaging with the broader WRAP team on strategic planning and stakeholder and tribal coordination to ensure the agency meets overall goals of advancing salmon recovery and watershed health at DNR. The successful applicant will work independently but in close coordination with the Snohomish Watershed Steward, the DNR Uplands Division, Executive Policy Advisors, and other internal and external partners to plan and implement this program.
Duties
Responsibilities:
Implement DNR’s Pilot Large Wood Supply Program
Tasks Include:
- Recommend guidelines for supplying LWM within DNR’s trust obligations.
- Identify LWM needs of restoration partners within the Snohomish Watershed and beyond.
- Use innovative solutions to address liability concerns and complex issues related to transportation and storage of LWM in the watershed.
- Engage with DNR land managers, private landowners, timber companies, and restoration partners to identify sources and potential placement of LWM for instream and estuary projects.
- Develop process and procedures to select and implement at least one pilot restoration project in the Snohomish Basin using wood provided by the Large Wood Supply Program.
- Manage contracts for in stream installation of LWM or other elements of the pilot project as needed.
- Engage in strategic planning with other DNR staff to identify opportunities to adaptively manage and grow the pilot program outside the Snohomish Watershed.
- Write and manage grants to provide supplemental funds to the LWSP.
- Build and maintain partnerships with restoration organizations in the Watershed and statewide.
Participate in WRAP Planning and Implementation
Tasks Include:
- Support the broader Watershed Resilience Program and the Snohomish Watershed Resilience Action Plan through regular meetings and coordination with the Snohomish Watershed Steward, Policy staff, and other members of the WRAP team. This work may include strategic planning to advance programmatic goals, planning and prioritization of WRAP actions, reporting accomplishments, and engaging with local partners. This could also include identifying, scoping, and writing grant applications.
Communications, Outreach, and Coordination with Salmon Restoration Partners
Tasks Include:
- Develop and share promotional materials with partners.
- Plan and implement workshops with project managers.
- Attend and present to meetings of the salmon/watershed/restoration community.
- Present about the Large Wood Supply Program at professional conferences.
Qualifications
Required Qualifications:
- A Bachelor’s Degree AND two years of experience in environmental science, natural resource management, forestry, fisheries, wildlife science, marine science, environmental engineering, land use or environmental planning, or other relevant field.
OR A combination of education and or equivalent experience.
- Demonstrated experience managing complex projects with multiple partners and funding sources.
- Experience with natural resource management and/or habitat restoration, or knowledge of natural resource laws, policies, and programs and how this effect and/or enable fish, wildlife, and habitat conservation in Washington State, and the ability to interpret and apply them in order to achieve expected results.
- Strong interpersonal skills.
- Strong verbal and written communications skills, including the ability to present complex or controversial information in a way that is understandable and non-confrontational.
- Ability to manage multiple work assignments and priorities on varied time scales.
- Ability to develop and maintain collaborative working relationships, to build rapport and partner with local, state, and federal governmental agencies, tribes, and the public regarding issues pertaining to habitat protection and restoration.

Special Requirements and Conditions of Employment:
- Work is performed almost exclusively indoors in an office environment with exposure to hazards is limited to those commonly found in government office environments. Occasional work in riparian, forest, or marine environments which may include exposure to extreme heat or cold and other weather. Duty station may change based on where incumbent resides.
- Travel is required (frequency will be assessed as pandemic and virtual alternatives evolve), and is typically local or regional (western Washington), to meet with partners, conduct business, or attend or provide training.
- A valid unrestricted driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.
Desired Qualifications:
- Contract management and budgetary experience.
- Demonstrated experience with river/watershed restoration or salmon recovery projects.
- Knowledge of the Puget Sound watersheds and the Snohomish Watershed in particular.
- Experience with large woody debris installations or supply chain.
- Experience developing strategic plans.
