Turn Forward - a national nonprofit dedicated to advancing an ambitious vision for American offshore wind power - is seeking a Policy Fellow for the summer of 2025 to work in support of our busy Policy Team on a short-term basis of up to 4-months. This is a minimum 20-hour per week, temporary, remote position for Summer 2025. The hourly compensation range for this position is set at $20-30/hr, depending on level of experience and expertise.

This position will report to Turn Forward’s Policy Director with a focus on supporting our policy and research work, advancing the policies and projects needed to maximize the many benefits offshore wind energy can deliver as an essential part of the U.S. energy portfolio.

Position Summary

The Policy Fellow will work directly with Turn Forward’s Policy Director to support our policy work, while also interacting with our full team. The Fellow will support our organizational mission to advance policies and actions that can maximize offshore wind deployment, benefits for communities and workers, and protections for marine and coastal resources. They will interact with our external partners and support our collaborative work to advance common goals and strategies – including engagement on policy opportunities such as public comments, policy briefs and recommendations, and position statements.

Primary Responsibilities

  • Conduct research and draft briefs (in close coordination with Policy Director) related to active advocacy efforts as they relate to policy engagement opportunities
  • Assist the Policy Director in conducting policy analysis and drafting responses advocacy opportunities and strategic priorities
  • Staff occasional virtual external meetings with partners and other organizations. Attend occasional webinars on Turn Forward’s behalf
  • Monitor Congressional hearings and floor debate as needed
  • Attend internal meetings with the Policy and Advocacy Teams
  • Track relevant Hill and administrative activity and update policy trackers with latest developments related to offshore wind
  • Coordinate with Communications Director to track relevant press and public statements and inform outreach strategy


Requested Experience

We welcome diverse experiences and perspectives in our applicant pool, and will be looking for candidates who possess many, but not necessarily all, of the following qualifications and experience:

  • Demonstrated interest in energy: Passionate about meeting the U.S.’s energy needs, both now and in the future. Particular interest and experience in offshore wind is ideal but not required.

  • Relevant educational background: Either completed or in process of completing a college or graduate degree, ideally in environmental policy, energy policy, public policy, political science, climate policy, marine policy, economics, or some other field relevant to this work

  • Relevant policy background: Experience in policy research and analysis, ideally with some experience working with Congress, Federal agencies, advocacy organizations, and/or trade associations.

  • Ability to succeed in startup environment: self-starter with the ability to think strategically and carry out responsibilities in an effective manner; strong personal organization skills and attention to detail; ability to manage multiple priorities and deadlines concurrently and respond quickly to changing dynamics

  • Effective communication skills: Demonstrated ability to communicate to different audiences; strong interpersonal skills; strong writing and analytical skills

  • Compensation: This part time role pays $20-30/hour. The fellow will work approximately 20 hours a week.
