Fisheries Analyst

Location: A Europe or Africa base is preferred as most of our work and offices are in these time zones, but we will consider all excellent applicants.

Background: TMT programme activities are developed and implemented in close cooperation with our partner countries. The generation and analysis of intelligence, which can then inform MCS planning and actions by the countries and agencies that we work with, is the cornerstone of our work. Equally important is the development of capacity and skillsets within national MCS agencies and regional maritime surveillance centres. We work with partner countries both bilaterally and in regional groupings, and increasingly our work is implemented within the multi-organisation cooperation framework of the Joint Analytical Cell (JAC). While much of our focus is on Africa, we are increasingly working with countries and partners in other regions as well.

The role: We are recruiting an experienced Fisheries Analyst to contribute to TMT intelligence gathering, analysis, and capacity building operations. The Analyst will be initially responsible to a Senior Analyst and will work in close cooperation with the TMT analytical team, and our JAC partners, to contribute to intelligence analysis and outputs, provide relevant training to partners, and either contribute to or lead broader research and case study report development. Following a period of integration with the TMT team it is anticipated that the candidate will step into a Senior Analyst role, using their knowledge and experience to lead individual project implementation, with associate staff and consultant management responsibilities.

Main Responsibilities and Activities:

  • Contribute to the development of Fisheries Intelligence Reports, including information gathering, analysis, and recommendations.
  • Develop and maintain strong working relationships with partner countries and relevant stakeholders.
  • Provide technical support to partner countries, both through TMT and broader JAC initiatives. This includes through workshops and on-the-job training and support to implement new skills, tools, and knowledge, as well as the provision of intelligence and operational support to active MCS operations.
  • Lead implementation of specific projects
  • Line-manage analytical staff relevant to those projects
  • Input on the development of TMT Fisheries Analytical tools.
  • Lead development of technical reports.
  • Represent TMT at external meetings, workshops, and conferences as appropriate.
  • Provide broader support to TMT’s operations.

Key Requirements:

  • Demonstrated experience in collecting and analysing data from multiple information sources around maritime-related activities, preferably within the fisheries domain. Clear experience of working with a range of relevant data sources, ability to develop analytical output, and recommendations for maritime stakeholders, preferably fisheries MCS personnel.
  • Demonstrated track record of project implementation leadership, and staff management.
  • Ability to work in difficult environments, with a range of stakeholders.
  • Ability to travel, sometimes at short notice.
  • Experience as a trainer.
  • Excellent interpersonal, written and presentation skills. Must have the ability to engage with people from a range of cultures and positions.
  • Ability to work independently. Organised and self-motivated.
  • Technical ability to work in the English language.

Desirable:

  • Experience of successfully working with and in developing coastal and port States
  • Ability to work in a second relevant language.
  • Experience working in an inter-agency cooperation context, particularly in the context of fisheries MCSE or related maritime sector.
  • Experience with a range of maritime domain awareness platforms and satellite data sources.
  • Experience of support to air and sea patrols.
  • Understanding of broader maritime security / transnational organized crime domain.
