SFP is an executing partner of the GEF-funded UN FAO project “Promoting the blue economy and strengthening fisheries governance of the Gulf of Thailand through the Ecosystem Approach to Fisheries” (GoTFish). The GoTFish project is designed to address the key barriers to sustainable transboundary fisheries management of the Gulf of Thailand (GoT), including the lack of integration of socio-economic constraints into the planning and management of GoT Fisheries.
To address some of these barriers, SFP will work towards improving the understanding of how market incentives, such as Fisheries Improvement Projects (FIPs), can support sustainable and well-managed fisheries in the GoT. The activities will focus primarily on multi-species trawl fisheries for use in marine ingredients, surimi, and other supply chains, as well as small pelagic fisheries for use in fish sauce supply chains.
What You’ll Be Doing
The Seafood Markets Incentives Program Manager organizes and oversees SFP’s efforts to deliver its strategic objectives within the GoTFish project. This role primarily involves managing the implementation of SFP’s market-driven improvements within the GoT countries (Cambodia, Malaysia, Thailand, and Viet Nam). The position is responsible for supporting work planning and implementation under the GoTFish project, including facilitating key aspects of SFP’s engagement with regional, national, and provincial governments, industry, supply chains, and non-governmental organizations (NGOs) in Thailand, as well as other countries in the region. Additionally, the Program Manager handles all facets of SFP’s involvement in GoT fishery issues, including monitoring and supporting developments in specific fisheries, reporting internally and externally, preparing reports for funders, and coordinating with stakeholders.
Key Responsibilities/Activities:
Project Management:
Act as the local program manager for the implementation of the GotFish activities assigned to SFP, working closely with SFP team members to ensure the timely delivery of project outcomes that align with FAO’s requirements.
Act as the SFP team coordinator, overseeing national consultants and supporting external consultants engaged in the work, and facilitating implementation arrangements
Represent SFP in external audiences, including government, industry, and non-governmental organizations, both within Thailand and the region, as it relates to the GoTFish Project
Assist the GoTFish SFP leadership team with developing workplans, milestones, and outcomes, and provide inputs on GoTFish Project activities implementation
Develop Terms of Reference (TORs) for contractors, supervise their work, and facilitate SFP internal payments procedures, as required
Organize events and meetings as needed, including logistical support within the Gulf of Thailand
Technical implementation:
Analyze relevant seafood products, identify willing participants within the supply chains, and develop corporate engagement strategies to encourage stakeholders, such as key vendor and supplier groups, to join improvement efforts aligned with SFP priorities, like national FIPs and regional improvement initiatives
Generate relevant analyses of fisheries' responsibility performance, policy gaps, and other foundational research, and brief the relevant stakeholders for collaborative action
Provide GoTFish supply chains industry stakeholders with expert guidance that facilitates meaningful actions aimed at improving the sustainability performance of key GoTFish fisheries as well as to meet project deliverables
Coordinate the collection of relevant data regarding the science and management of specific fisheries/supply chains and contribute to fisheries assessments
Facilitate guidance to industry participants and fishery stakeholders in the initiation and implementation of improvement efforts, such as FIPs
Facilitate training sessions and regular mentoring for relevant stakeholders on improvement initiatives’ planning, development, and implementation
Coordination, monitoring, and communications:
Liaise closely with other SFP colleagues and program leads to coordinate SFP strategic activities.
Ensure effective collaboration with government, NGOs, and fishery stakeholders from the Gulf of Thailand region to achieve SFP’s organizational goals and grant deliverables
Monitor the effectiveness of project interventions and the development of new improvement initiatives, such as FIPs
Participate in the drafting of project implementation reporting by monitoring grant activities and deliverables
Contribute to, and when applicable, lead the publication of technical documents, policy papers, and other research outcomes related to SFP’s objectives and grant commitments
Create promotional materials to emphasize the value of responsible fishing, emphasize SFP’s partnership focus, and promote successes in the region
Present at or prepare inputs for the status and findings of SFP’s activities at relevant meetings within the FAO, SEAFDEC, and regional fisheries bodies, such as the Asia-Pacific Fisheries Commission
Fundraising and donor relations:
Identify funding opportunities to support SFP program's growth, including opportunities for donor funding and SFP’s fee-for-service programs
Collaborate with SFP colleagues in the development of fundraising proposals for donors
Participate in meetings and calls with donors to provide updates on progress in grant implementation
What We Are Looking For
Education & Credentials
An advanced university degree relating to fisheries governance, fisheries value chains, or related disciplines is strongly preferred.
Experience & Expertise
7+ years of professional experience in the management of fishery resources or improving fisheries value chains
Experience in the key fisheries, value chains, or market issues of the Gulf of Thailand Large Marine Ecosystem is necessary.
Experience in implementing GEF or large projects is highly desirable.
Experience working in interdisciplinary teams, supporting participatory processes, or encouraging private-public partnerships is desirable.
Systems Knowledge
Strong proficiency in Office Suite (e.g., Excel, PowerPoint, Microsoft Word, email)
Video conferencing tools (e.g., Google Meet, Teams, Zoom)
Ability to learn new applications quickly
Leadership & Communication
Team leadership and management experience
Working knowledge of English and at least one language of the project countries (Thai, Khmer, Vietnamese, Malay).
Excellent interpersonal and communication skills
Strong independent initiative, with the ability to manage responsibilities and deadlines without in-person supervision

Compensation and Benefits
Compensation: the monthly salary for this position is ฿154,705
