Job Title: Capital Facilities Budget Administrator (WMS02)
Location: Olympia, WA. This position covers multiple locations. This position functions in an office setting and in Juvenile Rehabilitation Secure Facilities.

Salary: $82,829 - $103,536 Annually (The salary listed does not include the 2% general wage increase effective July 1, 2026)
This position is accountable for assuring the quality and professional soundness of funding, design, construction/renovation of all DCYF’s capital projects. In providing these professional services, this position works closely with agency leadership, finance and Appointing Authorities.
This position is the primary user and agency expert in the State Capital Budgeting System (CBS) and is responsible for document preparation, prioritization and budget preparation for all JR Capital Projects. This position leads participation in Master Plans/Special Studies for all facilities and campuses, as well as the development of Major Projects and all Programmatic and Preservation Projects in the Ten-Year Capital Budget Plan. This position also represents DCYF in all facility-related processes such as strategic planning for capacity studies and closure studies.

The Opportunity:
As the incumbent of this position, you will have full responsibility for all aspects of JR’s funding, design, construction/renovation of all state owned and leased facilities. Projects to support these facilities range in price from $20,000.00 (minor) to over $20,000,000.00 (major projects). This position is responsible for document preparation, prioritization and budget preparation for all DCYF Capital Projects. This position leads DCYF’s participation in Master Plans/Special Studies for all facilities and campuses, as well as the development of Major Projects and all Preservation and Programmatic Projects in the Ten-Year Capital Budget Plan.
