Support the Ocean Sampling Program through performing and implementing various methods and procedures in the data collection of salmon and finfish ocean fisheries.


What to Expect-
Among the varied range of responsibilities held within these roles, the Ocean Fishery Monitoring Technicians will,

Oversee the monitoring and management of ocean finfish fisheries:

  • Work with staff to organize and coordinate the monitoring of ocean recreational and commercial fisheries in Westport or Ilwaco and adjacent ocean access locations.
  • Use independent judgement on how to best coordinate and direct staff on the collection of data, ensuring adherence to predefined data collection and sampling protocols.
  • Hire, onboard, train, supervise, schedule, and evaluate seasonal Scientific Technician 2 level field staff to ensure proper execution of sampling designs and reliable collection of catch and biological data.
  • Collaborate with Human Resource personnel to recruit for field positions, review applicants, and conduct candidate interviews with other unit personnel to fill vacant positions.
  • Plan field staff schedules to maximize temporal and spatial sampling coverage with efficient use of unit and agency resources.
  • Provide feedback, evaluation, corrective action, and ongoing support to field staff.
  • Evaluate and address field staff safety concerns; communicate safety situations to the unit lead. Utilize agency resources to foster a safe and supportive field operating environment.

Port sampling of recreational and commercial fisheries:
  • Collect catch effort and biological data from ocean and coastal recreational and commercial troll fisheries through angler interviews and examination of marine fish catches.
  • Record, summarize, and tabulate field data, synchronize data collection devices to external databases, and report data to the fisheries’ managers to be used for in-season quota management.

Working Conditions:

Work Setting, including hazards:
  • Work is approximately 80% in the office and 20% in the field.
  • Field work includes bending, steep ramps, slippery surfaces, unstable docks, and boarding moored vessels.
  • Work is performed outdoors in inclement weather.
  • Frequently lift, handle, and manipulate fish up to 60 pounds.
  • Use and be near sharp sampling tools and fishing gear.
  • May work in busy fish houses or cannery rooms, around various types of equipment and machinery.
  • Must be able to negotiate water in emergency situations.
Schedule: Typically, Monday-Friday, 8:00 A.M. – 5:00 P.M. Frequent long hours and weekend work during the field sampling season (typically May-September). Occasional overtime, holidays, and non-consecutive days off.

Travel Requirements: Travel to ports within Washington, including up to eight (8) hours of driving in a day. Occasional overnight stays are required. Extensive in-state travel from March-October.

Tools and Equipment: Laptop, iPhone, iPad, knives, scissors, tweezers, hemostats, personal floatation device, and coded wire tag (CWT) detection wand.

Customer Interactions: Interact with the public to answer questions, explain sampling policy and methodology, and provide catch, quota, and regulatory information.


Qualifications:

Required Qualifications:

Graduation from high school or GED including one (1) year of high school science AND four (4) years of experience as a Scientific Technician.

OR

Graduation from high school or GED including one (1) year of high school science AND four (4) years of laboratory or field experience as an assistant to a health or safety professional, biologist, chemist, or zoologist.

Please note: College course work involving major study in biology, zoology, fisheries, chemistry, natural sciences, or closely allied field will substitute, year for year, for experience, provided the course work includes at least six (6) semester or nine (9) quarter hours of natural science classes.

Certifications/Licenses:
Valid Driver’s License.

Special Requirements/Conditions of Employment:
Successful completion of the following agency trainings within six (6) months of hire:
  • Supervisor Training.
  • Culture of Feedback Training.
  • Basic First Aid and CPR with AED Training. Must be kept up to date every two (2) years.

Preferred Qualifications:

In addition to the required qualifications, our ideal applicant will possess some or all the following:
  • Experience with sample design and creel sampling.
  • Knowledge of ocean commercial and recreational fisheries.
  • Experience with Microsoft Access and Excel.
