Are you a detail-oriented public servant with a background in boating safety, training and a passion for law enforcement?
Join our Enforcement Team as the Watercraft Operations and Training Coordinator to ensure training requirements are met by all program staff. In this role, you will cultivate the Enforcement Boating Program through training, operations, and safety guidance. Additionally, you will produce training plans, reports, and transcripts to ensure that our program is in compliance with the Revised Code of Washington and professional accreditation compliance requirements.

In this dynamic role you will be responsible for shaping, implementation, and training of the Enforcement Boating Program and associated operations.

Our Watercraft Operations and Training Coordinator,
Performs as the Marine Law Enforcement Training & Certification Manager: - Develops and maintains a focused marine law enforcement training program based on the combination of standards promulgated by the United States Coast Guard (USCG), National Association of Boating Law Administrators (NASBLA), Washington State Criminal Justice Training Commission (WSCJTC), Washington State Parks and Recreation Commission (WSPRC), and WDFW Regulations and Policies.
- Develops learning plans with training requirements specific to Fish and Wildlife Enforcement Officer marine responsibilities, including periodic re-certification schedules. Coordinates with the Enforcement Training Coordinator to ensures learning plans are memorialized in the Adore MdE training software system.
- Attains instructor certifications for all watercraft training requirements in the Enforcement Programs. Employs credentials to establish and maintain a roster of designated watercraft instructors with certifications relevant to all motorized and non-motorized vessels and watercraft platforms used by FWOs.
- Participates in the development of criteria for assignment as a boating instructor and leads a cohort of instructors in the execution of the Enforcement Motorized and Non-Motorized Watercraft Operations and Training Program.
- Directs, coordinates, and consults on training, and evaluation of specific Enforcement program needs, instructors, and courses in all relevant marine law enforcement venues and areas.
- Responsible to research, identify, and maintain awareness of best practice training for watercraft safety that meets state and national standards.
- Acts as WDFW Enforcement primary liaison to WSPRC for safe boating and marine law enforcement issues.
- Is the Enforcement Subject Matter Expert on the development and oversight of specialized marine operations to include participation in SeaFair, Waterfollies, Ski to Sea, etc. Participates in marine operations when appropriate or as a Safety Officer.
- Responsible to develop, maintain, and account for an inventory of boats, trailers, and marine safety equipment that supports the Enforcement watercraft training program.
- Writes, edits, and revises policies, operating procedures, and checklists that incorporate best practices, local requirements, and considerations unique to Fish and Wildlife Officer (FWO) motorized and non-motorized watercraft duties.
- Prepares, processes, distributes and/or tracks office correspondence and forms/documents upon request. Coordinates with Command Staff, Agency Safety staff, Fiscal staff, and others to ensure timely and accurate completion and processing of these and other documents.
- Develops, purchases, and inventories WDFW Enforcement Safe Boating Program training equipment.
- Establishes and maintains a tracking and accounting program for WDFW Enforcement Program Safe Boating inspection forms (as required).
- Coordinates participation with other agencies during on the water exercises, drills, tabletop exercises involving Enforcement watercraft and personnel.
- Develops, in consultation with State Parks and WDFW Enforcement boating instructors, training materials and presentations for safe boating enforcement activities.
Performs as a Master Enforcement Marine Training Instructor: - Develops and implements a FWO boat crew certification program. Applies the NASBLA Boat Crew Certification standards to develop a position specific certification program for FWO based on USCG vessel classifications and watercraft. Responsibilities include assessing crew position proficiencies, certifying compliance with approved performance criteria, establishing periodic re-certification and decertification processes, and documentation memoranda.
- Assigns training courses, sessions, and/or classes to commissioned staff and tracks attendance; ensures mandatory training hours are compiled to maintain Law Enforcement certification.
- Coordinates requests for Enforcement personnel motorized and non-motorized watercraft training ensuring training accomplishments are memorialized in the Adore MdE data system.
- Establish protocols and maintain documentation of training records, including instructor certifications in the Adore MdE Training Data system.
- Responsible to research, develop, implement, and maintain standards for instructor certifications relevant to the authority accrediting the respective curricula.
- Coordinates support to the In-House Academy training schedules with the Training Coordinator; instructs the marine and water safety portions of the curriculum.
- Develops curricula for specialized or unique operational requirements involving watercraft operations (flood response, oil spills, search and rescue, etc.).
- Develops, directs, and oversees consistent methods to deliver training courses and processes to students that evaluate skill acquisition, competency evaluations, including remedial training.
- Establishes feedback mechanisms for training that assess student satisfaction as well as data collection that supports continuous course improvement.
- Conducts annual boating instructor classroom assessments, documenting performances along with feedback on the EP Instructor Evaluation Form; provides copies of the forms to the respective Instructor’s first line supervisor.
- Conducts research and analyzes data to identify program needs. Uses data to develop and present periodic reports summarizing Enforcement Program marine training accomplishments and informing on executive decision requirements.
- Provides FWO with orientation training to newly purchased or leased watercraft as needed.
- Develops and implements training course checklists and evaluations to assess and record student proficiencies.
Acts as the Enforcement Marine Fleet Coordinator: - Conducts Fleet serviceability and safety inspection on behalf of the Administrative Operations Manager; ensures all Enforcement watercraft are compliant with USCG and State vessel carriage requirements.
- Identifies vessel equipment liabilities and requirements; removes unserviceable safety equipment from fleet service and assists responsible boat operators with obtaining timely replacements.
- Researches, identifies, and recommends watercraft safety equipment that supports marine law enforcement operations; includes development of comprehensive reports that detail procurement justifications and anticipated costs.
- Tracks fleet usage statistics to include watercraft cost rates and identifies vessels that should be replaced, refurbished, or sent to surplus.
- Produces an annual vessel use report for the Administrative Operations Manager that includes vessel details, assignments, usage rates, maintenance costs, and continued service assessments.
- Conducts annual inspections of all inflatable life jackets and immersion suits for serviceability, procuring recharge kits and replacement materiel as needed.
- Remains apprised of watercraft safety information to include applicable Notice to Mariners and distributes to Enforcement Program staff in advance of marine operations.
Acts as the Enforcement Marine Safety Assessor: - Monitors the Enforcement Program Safety and Security Incident Reports involving watercraft and/or water related events; coordinates with agency Safety Officers on all incidents and reports.
- Independently evaluates watercraft incidents/near misses; analyzes all water-related safety events involving Enforcement staff, identifying trends and contributing factors; develops after action reports that summarize contributing factor, and makes improvement recommendations.
- Authors incident summaries and tracks interventions until identified liabilities are resolved. Reports progress to executive management and liaisons with agency safety staff.
- Provide consultation to Supervisors on corrective action paths to sustain safety protocols following an incident.
Conducts Emergency Response: - Supports the Swiftwater Rescue and Dive Teams as safety officer during training and real-world deployments.
- Respond, assist, and provide direction for watercraft emergencies as needed.
- Deploys as part of an agency Incident Management Team or to support the State EOC for declared emergency management activations and training.
- Monitors the Enforcement Program Safety and Security Incident Reports involving watercraft and/or water related events; coordinates with agency Safety Officers on all incidents and reports.
WORKING CONDITIONS: - Work Setting, including hazards:
- Office, swimming pool, in and around water (fresh and salt water), operating various watercraft, towing trailers.
- Must be able to negotiate water in emergency situations.
- This position is required to safely tow trailered watercraft vessels and to be able to launch and retrieve these vessels on improved and unimproved boat ramps and access areas.
- Schedule:
- 8:00 a.m. to 5:00 p.m. Monday through Friday.
- Travel Requirements:
- Frequent travel to provide statewide training, fleet inspections, attend meetings and events.
- Tools and Equipment:
- Watercraft, truck, trailer, personal protective equipment, VHF/UHF radio.
- Customer Interactions:
- Senior Management Team, supervisors, staff/employees, interns, volunteers, stakeholders, contractors, external partners, and the public.
- Note:
- This is not a remote position and applicant must reside or relocate to Washington State for employment.
Qualifications
-
REQUIRED QUALIFICATIONS:
A Bachelor’s degree, in Education, Organizational Development, Training, Occupational Health and Safety, Natural Resources, Criminal Justice/Law Enforcement, Risk Management, or closely allied field.
AND
- Four (4) years of professional, full time, paid experience operating watercraft.
OR
- Four (4) years of professional, full time, paid experience instructing watercraft safety training.
OR
- Four (4) years of professional, full time, paid experience managing a specialized professional program in a government or private agency that included responsibility for planning, policy analysis, coordination, and consultation with a variety of stakeholders.
NOTE: Professional equivalent experience as an instructor providing training to adults, may substitute, year-for-year, for the education requirement.
Certifications/Licenses:
- Current and valid driver’s license.
Special Requirements/Conditions of Employment (Obtain within one year of hire):
- Instructor Certification for identified agency safety trainings including MOTC/MOCC, CPR/First Aid, Blood Borne Pathogens and AED.
- Washington State Boater Education Card.
- Successful completion of agency training and/or certification for assigned watercraft dependent on supervisory direction, position need and?training availability.
PREFERRED QUALIFICATIONS:
In addition to those required qualifications, our ideal applicant will also have some or all of the following:
A master’s degree in education, Organizational Development, Training, Occupational Health and Safety, Natural Resources, Criminal Justice/Law Enforcement, Risk Management, or closely allied field.
AND
- Two (2) years of professional, full time, paid experience operating watercraft.
- Two (2) years of professional, full time, paid experience instructing watercraft safety training.
- Two (2) years of professional, full time, paid experience managing a specialized professional program in a government or private agency that included responsibility for planning, policy analysis, coordination, and consultation with a variety of stakeholders.
- Current Instructor Certification with the Scientific Boating Association’s Motorboat Operator Training Course (MOTC) and/or U.S. Fish and Wildlife Service Motorboat Operator Certification Course MOCC).
- Current CPR/First Aid.
- Washington State Boater Education Card.
- USCG Merchant Mariner Credential – OUPV, Limited OUPV, Master 25-200 Near Coastal, Master 25-200 Inland, Limited Master.
