Education Required: University Degree (in Engineering - naval, mechanical, civil, environmental), with additional qualification / training in health and safety, risk management, construction, environmental health, science or engineering is preferred.

Working knowledge of Risk Management, namely ISO 31000 standard is an added value. Trained or demonstrable experience in Technical Risk Management.

General Description

The purpose of this position is, within the Quality, Health, Safety & Environmental department, in coordination with the Principle Technical Safety Specialist, to support the execution of Engineering Projects, with a focus on:

  • Contribute to TRA, HAZID, HAZOP, other Technical Safety workshops and project Technical Reviews (e.g. Design Reviews), as required, supporting both Project and Operation on analyzing and mitigating identified risks;
  • Support Project execution in issues related to Technical Safety and Technical Environmental Protection;
  • Support Project execution in issues related to Occupational Health and Safety and Environmental protection;
  • Review of regulatory and other requirements, including client requirements. Identify measures and monitor compliance;
  • Preparation of Bid estimates (CTR) and bid deliverables relating to Technical Safety as required;
  • Preparation of project documents and deliverables in accordance with Master Document Register and Project Schedule, namely contribute to the Basis of Design in relation to Safety, prepare Safety in Design philosophy and technical specifications;
  • Be the focal point on assigned projects for the identification of risks, control measures and mitigation measures for projects; Facilitate, as required, TRA, HAZID, HAZOP and other Technical Safety workshops;
  • Be an ambassador for Technical and Occupational Safety and Environmental Protection, leading by example, sharing Lessons Learned and industry best practices;

This position reports to the Vice President Quality, Health and Safety

Main Accountabilities

  • Know, understand, comply, support, promote and enforce Principle Power’s Code of Conduct, Mission, Vision and Values, internal policies, namely the QHSE Policy, and all Processes and Procedures included in the Company’s Management System;
  • Empower others to follow above, comply with laws and regulations, to achieve a Safe and Healthy workplace and to protect the Environment. Responsibility and authority to stop any activity that may be harmful to any person, asset or the environment;
  • At Corporate level, contribute, with the Principle Technical Safety Specialist to establish and maintain a structured management system for Technical Safety;
  • Lead the implementation of Safety Engineering / Technical Safety processes within projects;
  • Understand the impact of regulatory framework in the different phases of the product lifecycle and advise the projects / engineering disciplines of risks and mitigation;
  • Advise / support the implementation of all Departmental processes within competency;
  • With each Project Manager, be the focal point on Projects for Health, Safety and Environmental matters, including Technical and Occupational safety;
  • Prepare project documents and deliverables in accordance with Master Document Register and Project Schedule, including Project HSE Plan.
  • Prepare Safety design basis, philosophies, and technical specifications throughout the project’s different design phases.
  • Be the project focal point for the identification of risks, control measures and mitigation measures for projects; Facilitate, as required, HAZID, HAZOP and other Technical Safety workshops;
  • Where required, be the focal point for external interfaces with regards to technical safety (Clients, Regulators, Certification Bodies, 3rd party consultants);
  • Support Projects in achieving compliance with relevant health & safety and construction design legislation and HSE ambition of zero incidents;
  • Plan, prepare and execute audits and inspections to projects locations;
  • Develop and maintain project Technical Risk Register (non-commercial) and the Design Decisions Register, with Engineering input;
  • Close out / follow up of actions from Technical Safety workshops, Technical/Design Risk Register
  • Interface with Technical Authorities with regards to Risk identification, mitigation / control measures, etc.
  • Review produced by other disciplines related to Technical Safety (e.g. safety layouts)
  • Implement Lessons Learned, Safety alerts and other H&S code of practices within the area of control;

Skills & Competencies

  • 5+ years of professional experience in industrial environments, namely in Wind, Offshore and/or O&G;

Knowledge:

  • Understanding of applicable codes, regulations and requirements related to construction and design legislation and international and national standards for Offshore Wind and/or floating offshore facilities (probably transferable from Oil and Gas);
  • Understanding of engineering processes and operational controls;
  • Working knowledge of English;
  • Microsoft Office software including Excel, PowerPoint, and Word;
