Summary
Plans, organizes, and manages the day-to-day operations of the Distance Learning Department,
providing effective delivery for online and distance education programs. Provides oversight of
processes that support the quality delivery of online, hybrid, and web-assisted distance learning
classes and online student services. Provides oversight of processes that support effective
instructional delivery for ancillary programs.

Distinguishing Career Features
The Director for Online and Distance Education Programs is a management position and leader
over the delivery and growth of online learning services and programs using educational
technology innovations for faculty in order to provide excellence in teaching. Growing online
learning capacity means expanding and developing the District’s present capability to current and
new markets for courses and students. Works with faculty to ensure course content will be
effective in an online and distance learning environment.

Essential Duties and Responsibilities
Specific duties may vary among departments, divisions and jobs. Incumbents typically perform a
substantial portion or all of the following types of duties, as assigned:

1. Plans, organizes, and manages the day-to-day operations of the online and distance education
programs.
2. Oversees, manages, trains, evaluates, and provides professional development opportunities to
employees related to online and distance education programs.
3. Collaborates with site administrators on ancillary programs. Plans, develops, manages and
facilitates training in support of online and distance education programs.
4. Serves as primary liaison with the California Department of Corrections and Rehabilitation
(CDCR) for the Incarcerated Students Program and with Military and Corporate Education.
Develops programs and initiatives to resolve concerns and/or issues at the state level for
distance learning partners. (If applicable)
5. Manages the development, coordination, and oversight of processes to ensure program
compliance with contracted states and territories. Works closely with the state Chancellor’s
Office on coordination and dissemination of information related to State Authorization.
6. Provides training to faculty and staff regarding contractual requirements and compliance for
online and distance education programs. Provides leadership, oversight, and recommends
educational technologies to support and enhance instructional design, quality, and delivery of
online courses.
7. Oversees maintenance of the ancillary programs’ schedule, course additions, cancellations,
and maintenance of District’s database.
8. Provides support to the ancillary programs’ instructional delivery, which may include onsite
courses.
9. Participates and assists with the planning of yearly operations and budget development for the
department and annual Department/Program Review. Develops and oversees assigned
budgets for online and distance education programs, as well as instructional related budgets
for ancillary programs.
10. Works closely with Faculty Coordinator to develop and review processes and procedures for
online and distance education programs.
11. Provides support to the Learning Management System (LMS) and third party instructional
systems. Identifies technologies to improve program efficiencies and effectiveness.
Recommends upgrades or changes to current technologies as needed to provide the best
support to faculty and staff for online and distance education delivery programs.
12. Recommends and oversees new course development to enhance specialized degrees required
for online course offerings.
13. Reviews and submits video contracts and licensing requirements for Distance Learning
course delivery. Submits all contracts to administration and Board of Trustees for approval.
14. Participates and attends meetings on behalf of the college and/or District related to the
Distance Learning operations and ancillary programs.
15. Identifies and reviews current and proposed online course content and educational materials
with faculty for pedagogical soundness, instructional integrity and accessibility in online
formats to meet District and college standards.
16. Reviews and evaluates the online learning courses and programs for instructional
effectiveness and student satisfaction in collaboration with faculty, academic divisions, and
support services.
17. Participates with faculty curriculum committees when designing and developing new degree
and certificate programs offered through distance learning. Assists and trains faculty in the
latest technology to deliver the courses and maximize student enrollment.
18. Organizes, oversees, and provides advanced technical support to faculty and those involved
in activating online courses, giving assurance to continuous access by students, including
those needing adaptive technologies.
19. Develops and maintains partnerships within the District and state-wide to advance and
support emerging technologies, innovative learning environments, and excellence in teaching.
20. Maintains up-to-date knowledge in the field of online and blended learning and educational
technology by participating in local, state, and national organizations and associations, and
conducting post-graduate research of presentations and studies.
21. Provides oversight and guidance for proctoring of distance learning courses.
22. Performs other related duties as assigned that support the objective of the position.
23. Required to abide by all District policies and procedures including Board Policy 3050 – Code
of Professional Ethics.

and techniques.

instruction and distance education opportunities for Incarcerated Students and
Military/Veteran’s educational programs (if applicable).
3. Requires specialized knowledge of the curriculum for the assigned instructional division.
4. Requires specialized knowledge of state and federal regulations for the delivery of
educational programs in the United States and territories.
5. Requires knowledge of state-of-the-art teaching and learning processes that enhance
student success and outcomes.
6. Requires skills in project management as applied to the analysis and evaluation of course
delivery and accessibility.
7. Requires a working knowledge of budget preparation and administration process.
8. Requires in-depth knowledge of the principles of professional development, training, and
performance evaluation.
9. Requires a working knowledge of pertinent federal and state regulations affecting
curriculum and academic accreditation.
10. Requires skill in organizing work and building, leading, and managing an effective team
that responds to student needs.
11. Requires well-developed written language skills to prepare reports and professional
correspondence.
12. Requires well-developed human relations skills to conduct professional development
training, deliver presentations, and convey technical information to a wide variety of
audiences.

10. Requires the ability to research and review legal terminology to ensure compliance in the
delivery of post-secondary education throughout the United States and territories.

Physical Abilities
1. The general physical demands, working conditions, and essential job functions associated

Education and Experience
This position typically requires a Master’s degree in educational and instructional technology,
educational psychology, or related field and three years of teaching or progressive experience
with online course delivery systems and applications. Alternatively, the position may accept a
Bachelor’s degree in instructional technology and design along with six years of progressive
experience with online course delivery systems and applications. Or, any combination of
education and experience which would provide the equivalent qualifications for the position.

Demonstrated evidence of responsiveness to and understanding of the racial, ethnic, disability, gender identity, sexual orientation, socioeconomic, academic, and cultural diversity within the community college student population, including students with different ability statuses (e.g., physical and/or learning) as these factors relate to the need for equity-minded practice within the classroom.

This is an IN-HOUSE ONLY - permanent, general funded, full-time, 12-months per year classified management position. The normal hours of work will be Monday through Friday 8:00 am to 5:00 pm, with the flexibility to occasionally work extended hours and/or weekends, if necessary, to meet the department's needs. The effective date of employment will be arranged with the supervisor. Pay Philosophy:
