OCEANA is the largest organization working exclusively on ocean conservation. Established in 2001 and based in Washington, D.C., OCEANA works on many strategic campaigns to achieve measurable results in marine management and conservation for the seas in each country. OCEANA believes especially in the importance of science to identify problems and find solutions.

The Campaigner, working for the Oceana office in the Philippines, will effectively and efficiently lead the campaign and achieve the multi-year goals set for a campaign multi-year. He or she will also assist in representing Oceana’s positions and objectives to government officials, media, civil society and other partners. The Campaigner will provide legal and policy expertise to support the development of campaign strategies in the areas of regulations and policies related to ocean conservation and sustainable use of marine resources.

Principal Duties and Responsibilities

Campaign Leadership:

  • Ensure that key activities of the assigned campaign are effectively and efficiently implemented
  • Initiate the drafting of campaign plans and budget
  • Monitor the progress of the implementation of campaign activities
  • Conduct annual and mid-year review of campaign plans
  • Lead and conduct regular meetings with his/her campaign team and colleagues from other departments as required
  • Ensure efficient coordination with other campaign teams and departments
  • Provide regular updates to the Campaign, Legal and Policy Senior Director
  • Schedule, attend and participate in field visits, community meetings, and stakeholder engagement for data gathering, organizing and networking purposes
  • Engage with policy makers, stakeholders, and public to promote campaign initiatives.
  • Represent Oceana in forums, meetings, engagements, etc. that are related to the work and mission of Oceana.

Legal Support and Assistance:

  • Provide legal, policy support and analysis for campaigns
  • Conduct or commission legal research and analysis on laws, rules, regulations, ordinances, and jurisprudence to support Oceana activities and advocacy work.
  • Conduct research on facts and issues, background and other relevant information and current events affecting Oceana’s campaigns in the Philippines.
    • Provide legal and/or analytical assistance, services and support for possible litigation involving Oceana campaigns
  • Assist in the drafting of memoranda, affidavits, pleadings as may be needed during the preparation, filing, litigation if the need arises.
  • Assist the Campaign Legal and Policy Senior Director in preparing legal briefs, reports and position papers on issues related to the Ocean and Oceana campaigns.
  • Provide legal and/or policy on-the-ground support to Oceana Campaign managers during fieldwork activities, workshops, training etc.
  • Support Oceana’s campaigns by providing legal and/or policy expertise

Reporting and Documentation:

  • Ensure timely submission of campaign accomplishments on a regular basis
  • Maintain comprehensive records of campaign initiatives, legal research, policy proposals.

Perform other tasks as may be required.

Working Relationships:

  • Internal: Interacts frequently with Campaign, Legal & Policy Senior Director, campaign leads, communications department and other staff engaged in activities important to Oceana campaigns
  • External: Interacts frequently with members of conservation organizations, partners in campaign activities, and fishery managers and agency officials; Develops and maintains relationships with local government units, government agencies, media, and contacts within the regions

Job Requirements

Education and work experience:

  • Juris Doctor degree (preferred but not essential)
  • 3 years' experience in running or leading public campaign and policy work, especially environmental policy
  • Demonstrated experience in dealing with government agencies, working in coalitions and various stakeholders

Skills and Knowledge:

  • Knowledge of the campaign context as well as legal framework and policies for conservation and sustainable management of oceans and fisheries
  • Excellent oral and written communication skills in English; Ability to speak another language of the Philippines is a plus
  • Able to multitask, manage stressful situations, and complete projects under tight deadlines
  • Ability to lead a campaign staff and work effectively in a team environment
  • Ability to quickly synthesize information
  • Ability to advocate for complex, aggressive conservation positions in both small and large settings
  • Able to travel independently and as part of a delegation, sometimes in adverse conditions
  • Able to cultivate relationships across international time zones, willing to work non-standard office hours.
