Oceana is the largest international organization focused solely on ocean conservation. Founded in 2001, Oceana runs strategic, measurable campaigns around the world to restore ocean abundance. Our work is grounded in science and focused on achieving concrete policy victories within set timeframes.

The Campaigner for Oceana Philippines will lead and implement multi-year campaigns designed to advance ocean conservation and the sustainable management of marine resources. Working closely with the Campaign, Legal & Policy Senior Director and cross-functional teams, the Campaigner will ensure that campaign strategies are effectively executed and that key policy goals are achieved.

Responsibilities include developing and implementing campaign plans and budgets; monitoring and evaluating campaign progress; leading regular team meetings and coordinating across departments; engaging policymakers, government agencies, civil society organizations, and other stakeholders; representing Oceana in forums, consultations, and media engagements; conducting field visits and stakeholder meetings; and providing legal and policy research and analysis to support campaign objectives. The Campaigner will also assist with drafting legal memoranda, briefs, and position papers; support potential litigation efforts where necessary; and maintain thorough documentation and reporting of campaign activities and accomplishments.

The ideal candidate will have a Juris Doctor degree (preferred but not required) and at least three years of experience leading or managing public campaigns and policy work, particularly in environmental or conservation policy. Candidates should have demonstrated experience engaging government agencies and working in coalitions; strong knowledge of the legal and policy framework governing ocean conservation and fisheries management; excellent written and oral communication skills in English (proficiency in a Philippine language is a plus); and the ability to synthesize complex information quickly. The successful candidate will be action-oriented, collaborative, adaptable, and able to manage multiple priorities under tight deadlines. Willingness to travel, sometimes under challenging conditions, and flexibility to work across time zones are required.
