Its North American, South American, and European offices work together on a number of strategic campaigns to achieve measurable results in marine management and conservation for the seas in each country. OCEANA’s office in Brazil is located in Brasilia and works to influence government, society, the fishing industry, and scientists toward necessary changes and adjustments in public policy, planning and activities related to marine fishing. Our strategic goals include encouraging proper exploitation and consumption of target species, protection of nurseries and reproductive aggregations as well as mitigation of bycatch and other impacts in our EEZ in order to recover and maintain the abundance and wealth of our seas, thus benefiting those who depend on it. The Campaign Analyst will be responsible for implementing the strategies and tactics of the campaign to combat marine plastic pollution. The position requires strong execution skills, coordination, and engagement with multiple stakeholders, including the coordination of a national coalition and support for activities at the subnational level. This role requires technical expertise in plastic pollution and/or waste management, solid experience with campaigns in the third sector, and the versatility to proactively and effectively carry out campaign actions. The Campaign Analyst will report to the Director of Advocacy, and the position is based in Brasília-DF, with a hybrid work arrangement.

Responsibilities and Duties

  • To execute and implement strategies and tactical plan to combat plastic pollution, in line with the Advocacy Director.
  • To manage and engage the Stop the Plastic Tsunami coalition, supporting the implementation of online and offline actions with campaign partners.
  • To develop and implement a stakeholder engagement plan, facilitating dialogue, mobilization, and alignment among key strategic actors around the campaign agenda.
  • To represent Oceana, when necessary, in technical forums and a variety of meetings and events.
  • To implement campaign initiatives at different levels (national, state, and/or municipal), identifying opportunities and supporting the local engagement of partners.
  • To coordinate with external experts (scientists, universities, research centers) to provide technical grounding for the campaign and support the communications and campaigns team with technical input.
  • To propose and review studies, reports, and technical documents related to plastic pollution, waste management, and related public policies, including hiring technical consultants when necessary.
  • To prepare and submit Oceana’s contributions to public consultations and relevant social participation processes.

Academic Background and Work Experience

  • Undergraduate degree in areas such as Public Policy, Environmental Sciences, Environmental Engineering, Political Science, Environmental Management, Law, or related areas. Graduate or specialization studies will be considered an advantage.
  • At least 5 years of experience in third sector campaigns, with a proven record in strategic action and political advocacy.
  • Practical experience with topics related to plastic pollution, solid waste policies and/or the circular economy.
  • Experience coordinating coalitions, networks or joint action fronts.
  • Experience in dialogue and engagement with representatives of government, industry and civil society.
  • Experience in institutional representation and mediation of diverse interests.

  • Fluent oral and in written communication in Portuguese and English.
