Job Purpose/Summary
This role works closely with the other Senior Analysts to provide day-to-day direction for the Intelligence & Compliance team, offering training, guidance and quality assurance to ensure all work is delivered on time and to the expected exacting standards. You will lead the delivery of multiple competing projects, with responsibility for resource and project management, to ensure delivery of high-quality intelligence reports, risk assessments and capacity building programmes remains on track.
Drawing on advanced analytical or compliance expertise, you will support the team and apply your knowledge and operational insight of fisheries operations and monitoring, control and surveillance, to develop and continually improve outputs which reflect the realities of fishing operations, vessel behaviour and maritime enforcement in real-word contexts.
The role is responsible for building effective relationships with external partners, furthering sustainability and the maritime rule of law. Identifying and developing opportunities to advance OceanMind’s mission and establish the relationships needed to bring new projects to life, including translating partner needs into project scope and contributing to proposal development and writing. You will collaborate internally with developers and other technical experts to enhance system capabilities.

Main Responsibilities
· Collaborate with the Senior I&C team to develop analysts’ capabilities, providing guidance, mentoring and fisheries and maritime compliance standards expertise to ensure high-quality intelligence is delivered efficiently, accurately and on time including where rapid review is required.
· Lead daily monitoring and advanced analysis of selected maritime areas and fleets, producing high-quality intelligence, risk assessments and compliance recommendations, and exercising sound judgement in prioritising and escalating emerging issues.
· Plan and deliver multiple projects from scoping, budgeting and proposal development through implementation, quality assurance and reporting, managing competing priorities, resources and timelines, delegating effectively and coordinating across OceanMind.
· Action I&C quality assurance processes to maintain consistently high standards of analytical outputs and partner support, including time-sensitive review when required.
· Build and maintain strong relationships with partners and stakeholders, responding promptly to requests, understanding evolving needs and identifying opportunities to develop OceanMind’s support wherever mutually beneficial.
· Identify and develop new opportunities, contributing to project scoping and proposal development and confidently representing OceanMind at meetings, workshops and conferences.
· Collaborate with analysts, users, developers and engineers to improve OceanMind systems, troubleshoot issues, document bugs and help develop useful new features, analytical capabilities and data sources.
· Build team and partner capability through training, mentoring, work plans and clear communication, supporting professional development and consistent delivery standards.
· Identify opportunities to improve analytical methodologies, workflows and delivery processes, sharing lessons learned and helping embed good practice across the I&C team.
· Undertake occasional international travel.

Key Competencies and Skills
Essential Criteria
· A fisheries, enforcement or intelligence qualification and/or substantial relevant experience of fisheries intelligence, monitoring, control and surveillance (MCS)
· Knowledge of commercial fishing operations, including practical at-sea experience where applicable, ideally with knowledge of supply chains, common fisheries management tools and compliance issues.
· Significant relevant professional experience with fisheries compliance, environmental law enforcement, monitoring, control and surveillance (MCS), or closely related field.
· Critical thinking, able to sensitively question established concepts or methodologies.
· Excellent numerical, data-handling and analytical skills, including confidence working with large datasets.
· Experience of using and training others in remote-sensing technologies, including satellite radar and electro-optical imagery, and associated GIS analysis tools.
· Demonstratable experience of managing projects, including planning, risk assessment, prioritisation, resourcing, budgeting, delivery oversight and reporting.
· Experience of building relationships and collaborating with a diverse range of organisations, such as governments, NGOs and supply-chain businesses, able to adapt approach as needed.
· Strong critical thinking skills, with the ability to assess complex issues, identify practical solutions and adapt approaches when circumstances change.
· Able to demonstrate initiative and remain flexible under pressure.
· Experience of managing multiple competing projects effectively and simultaneously.
· Strong prioritisation, delegation and workload-management skills, able to balance deadlines with development opportunities.
· Sound professional judgement, including the ability to independently assess risk, make proportionate decisions with incomplete information and recognise when issues require escalation.
· High level of attention to detail.
· Diplomacy and experience of handling confidential information.

· Excellent written and verbal communication skills, ideally within the intelligence realm, with the ability to explain complex technical information to non-technical audiences.
