Role Name: Country Manager, Japan - Ocean Energy Pathway

Location: Tokyo, Japan. Hybrid, minimum 2 days per week in office.

Our mission is to accelerate the global clean energy transition by unlocking the immense potential of offshore wind power. We do that by delivering programmes in new markets that offer structured technical assistance to support governments, industry and civil society to fast-track the deployment of sustainable offshore wind projects.

Role overview:

This is an exciting opportunity to become part of a fast-growing technical assistance provider that is playing a pivotal role in the continued growth of the offshore wind sector and the wider move towards net zero for 2050. The ideal candidate will have a passion for renewable energy and sustainability, even if they haven’t worked in the sector before.

For the role, OEP is looking for a highly organised, reliable and detail-oriented Country Manager to help manage projects and partnerships aligned with OEP’s annual strategic plan for Japan. This role will also look after in-country administration for Japan and provide support in the planning, execution and program managing of several exciting projects supporting the government in accelerating offshore wind in Japan

The Country Manager will play a crucial role in ensuring efficient operations and effective communication internally and externally to the organisation. This is an exceptional opportunity for an individual with strong organisational and interpersonal skills and demonstrable experience of working with national and regional Japanese Government to make a significant impact on a growing organisation. The role will primarily report to and support the Country Head of Japan, also working with OEP’s senior leaders.

Key Responsibilities:

Planning and project management (40%)

  • Participate in strategic planning and assist in executing the annual activity plan;
  • Monitor annual planning activities and update OEP’s planning and project tools when necessary, in accordance with OEP policies, strategies and guidelines;
  • Prepare texts of MoUs, Technical Cooperation Agreements and proposals for projects to be submitted to partner funds, institutions or bodies;
  • Assist with the coordination and supervision of the implementation of programs and plans to be developed;
  • Liaise with OEP’s global programme management, strategy and policy teams

Events and forums (25%)

  • Ensure the organisation and briefing for OEP attendance at events and conferences in Japan and abroad
  • Own event organisation for OEP-led events in Japan
  • Support communications activities for OEP-Japan, working closely with the Secretariat team and the OEP Comms Lead. This includes drafting statements and contributing to social media.

Stakeholder management (20%)

  • Represent OEP in building relations with key external stakeholders including Japanese Government officials, industry, consultants, and civil society.

Management (15%)

  • Manage an Associate in Japan to carry out project administration

About you:

You’ll be someone who relishes being able to successfully keep many plates spinning and have a strong ability to quickly take on new information and coordinate actions accordingly.

Having a varied workload with exposure in lots of different areas in a dynamic and fast-moving environment will be an exciting opportunity for you. You will have experience working with either (or ideally both) regional and national government bodies in Japan, this could take the form of direct employment with a Government entity, working in a trade association or public policy roles. You will have experience organising and leading external stakeholder meetings and will be a natural networker to the benefit of our organisation.

You’ll also be a strong written and verbal communicator and have a good eye for detail and pride yourself on the accuracy of your work. You are a strategic thinker with strong passion for energy, a self-starter capable of working independently and collaboratively in a fast paced environment, a curious person and a quick learner with the ability to adapt to emerging renewable energy technologies and geopolitical trends.

Experience:

Required:

  • 5-10 years of experience, working as a Project Lead or Manager, or a similar role
  • Experience working closely with, or in, the government or political sector in Japan
  • Proven ability to build and manage relationships across government, industry, and civil society
  • Excellent organisational and time management skills
  • Sufficient experience in a Japanese business environment
  • Strong written and verbal communication abilities
  • Fluent or native Japanese
  • Business-level spoken and written English
  • Proficiency in G-suite and Microsoft Office suite, in particular Microsoft Word and Excel
  • Exceptional attention to detail and accuracy
  • Ability to work independently and prioritise tasks effectively
  • Professionalism and discretion in handling confidential information.
  • Demonstrable experience of taking on new challenges, responsibilities and continuous learning
  • Experience of writing internal and/or external communications

Beneficial, but not essential:

  • Project management experience and project management tools, particularly monday.com (or exposure to it)
  • Experience in the offshore wind energy sector development (private or other aligned stakeholder groups)
  • Fluent English and Japanese
