Ocean Associates Inc. (OAI) is seeking an applicant to provide Database Specialist Services to the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Greater Atlantic Regional Fisheries Office (GARFO) in Gloucester, MA. OAI is a Virginia corporation established in 2003 that provides consulting and technical services to the U.S. government, non-governmental organizations, international organizations, and the private sector. We specialize in scientific program and project management, strategic planning, professional and technical services, and stakeholder engagement, supporting government contracts. Background

GARFO’s Technology and Data Management (TDM) division is responsible for providing web and mobile based applications, technical services and support for approximately 16,000 internal and external customers (fisheries management councils, state and USCG law enforcement, state fisheries management and other fishery management groups, and commercial fishing industry users). TDM requires Information Technology (IT) Support Services to meet its mission. The services will be provided to GARFO, including all of its field sites on the Eastern Seaboard, from Maine to North Carolina and external customers in the fishing management and fishing communities.

GARFO manages multiple data sets consisting of Fisheries Dependent Data (FDD) collected pursuant to federal fisheries regulations. These are stored in an Oracle DBMS. Multiple projects are underway to support the modernization and management of this data. These involve data architecture, the implementation of Oracle DBMS in Amazon Web Services (AWS), data migration from legacy systems, and PL/SQL development in support of these efforts.

Tasks

Tasks include:

  • Scope data design, architecture, analysis, and PL/SQL development working within Oracle Databases located at NMFS facilities and in AWS.
  • Analyze legacy NOAA Fisheries databases.
  • Create new architectures for the databases, with the goal of modernizing them and consolidating them where possible.
  • Designing IT architecture and database systems for NOAA on an enterprise level.
  • Define system and application architecture and provide vision, problem anticipation, and problem solving to NOAA Fisheries.
  • Deliver a completed Oracle DDL and PL/SQL compiled and implemented into NMFS Oracle DBMS systems.

Start Date: Anticipated August 21, 2026, Contingent upon award of contract.

Location: NOAA/NMFS/GARFO in Gloucester, MA. Remote work possible.

Salary and Benefits: This is a full-time position with benefits. Salary, commensurate with experience, between $60.00 - $80.00 per hour.

Requirements

Applicants must have the following minimum requirements:

  • Master’s with 8 years of relevant experience, or Bachelor’s with 10 years of relevant experience.
  • Clearly demonstrating knowledge with Greater Atlantic fisheries management agencies, business rules associated with Greater Atlantic fishery management regulations, and fishery management systems including the Greater Atlantic Fish Online application.
  • Ability to work in the following technical environments:
  • Oracle Enterprise Database 19C and above, both on premise and cloud-based
  • Oracle Cloud Control
  • SQL Developer
  • Oracle APEX
  • Toad
