Ocean Associates Inc. (OAI) seeks a full-time Program Analyst IV to provide facilities and incident management support to the National Oceanic and Atmospheric Administration’s (NOAA’s) National Ocean Service (NOS) Office of National Marine Sanctuaries (ONMS). This position focuses on maintaining the facilities information network system and emergency response and incident management approach with an incident management dashboard. The ONMS serves as the trustee and manager for a network of underwater sanctuaries encompassing more than 620,000 square miles of marine and Great Lakes waters. These locations are geographically dispersed along the East and West Coast, Gulf of Mexico, Great Lakes, Main Hawaiian Islands and American Samoa. In addition to ONMS Headquarters presence in the Silver Spring Metro Complex, each of the four ONMS Regions maintains a presence on NOAA-owned and shared campuses, in NOAA-owned and ONMS-managed facilities (with and without tenants), in facilities owned by state government agencies or academic institutions, in NOAA-leased buildings and in partner-leased buildings and includes office space, visitor centers, storage space, and boat docks.

Key Responsibilities:

  • Maintain an ONMS Facilities Information Network System (FINS) and provide assistance to the NOAA/NOS/ONMS facilities and incident management staff utilizing FINS for tracking leases, critical infrastructure life-cycle management, and other pertinent data to support an analytical approach for acquisition and operational decisions related to program facility management.
  • Maintain and support the FINS to improve the data collection and reporting process and identify additional data for inclusion into the NOAA Archibus facilities and operations performance system.
  • Support an ongoing effort to identify and prioritize deferred maintenance and repair projects, including execution and tracking funding to support these projects. Recommend improvements to existing processes that will enable ONMS management to more efficiently track progress, milestones and linkages to the NOAA Strategic Plan.
  • Assist in implementation of the new system for budgeting and maintenance projections, building on the previous data tracking systems for ONMS facility management and incorporating a solution such as Archibus for real property and facility operation management.
  • Manage information and records, providing guidance on issues related to facilities and safety operations, delivering critical information through the ONMS Facility and Incident Management Networks Dashboard.
  • Maintain and look for opportunities to extend Dashboard functionality, adding additional data sources and improving on the presentation as needs and opportunities evolve. Develop trend analysis reports to enhance future incident response.
  • Support coordination of ONMS planning and preparations for resilience and continuity of operations during extreme and unexpected emergency events; monitor and assess ONMS access and monitor incident impacts on the local workforce and the organization as a whole.
  • Maintain the web-based resources utilized to track potential impacts to staff safety and incident management along with the repository of factsheets, communications and operational information.
  • Maintain contract, correspondence and directive files using cloud-based file storage systems to archive and organize documents electronically, and maintain any hard copy facility files in a secure storage medium; maintain information on a daily basis and archive in specific databases for reference and reporting purposes.
  • Improve and add value to the Weekly Situation Reports (SitReps) for soliciting, receiving, and reporting information. Maintain records to report distribution, as well as an orderly electronic library to facilitate retrieval of information.
  • Participate as a member of the NOS Incident Management Team supporting the Dashboard, seeking new and innovative ways to synthesize and communicate information; closely coordinate with the ONMS National Resource Protection Coordinator (RPC).
  • Work with NOS and ONMS staff to develop a Continuity of Operations Plan (COOP) for ONMS and for each site within ONMS, determining operational requirements for providing mission essential functions during periods of infrastructure failure or interruption.
  • Participate as a member of the ONMS Visitor Center Workgroup, educating staff on the resources available to determine threats and how to de-escalate situations for maintaining a safe space for the public and for staff.
  • Assist in implementing the ONMS Incident Management Communication Protocol through training and incorporation into a routine process.
  • Develop a presentation of ideas and guidance for incident response and preparation for all staff. Promote a thematic focus for the annual ONMS Safety Week, while coordinating with the NOS Safety Week schedule.

Location: Silver Spring, MD

Salary: This is a full-time position. Wage range is $52.59 to $57.59 per hour. Overtime is not anticipated. Comprehensive benefits package.

Required Skills /Education/ Certifications & Qualifications:

  • Bachelor of Science Degree and over 10 years knowledge and experience in Facilities Management and Infrastructure.
  • Must be proficient in using the Microsoft Windows operating system, Microsoft Office applications, and Google’s Collaboration Suite (e.g., Docs, Sheets, and Slides) for analyzing data and developing and editing documents and presentations.
  • Strong oral and written communication skills, as well as a demonstrated ability to work well independently and as part of a team, are required.
