Ocean Associates, Inc. (OAI) is seeking a candidate to support to the NOAA’s National Marine Fisheries Service (NMFS), Office of Protected Resources (OPR) in Silver Spring MD. The employee will provide OPR with in-house capability for predictive sound source and exposure modeling. This is a full-time position based on 40 hrs. /week with generous employee benefits.

OAI is a Virginia corporation established in 2003 that provides consulting and technical services to the U.S. government, non-governmental organizations, international organizations, and the private sector. We specialize in scientific program and project management, strategic planning, professional and technical services, and stakeholder engagement, supporting government contracts.

Duties:

  • Supports the development of NOAA ‘in-house’ capacity for predictive sound field and sound exposure modeling, including the assessment and procurement of existing software, as well as the design, development, and use of new software and tools to support the assessment of underwater acoustic impacts on marine mammals/protected species and their habitat, as well as NOAA’s broader Ocean Noise Strategy goals. Must be able to demonstrate skills and expertise with necessary modeling software and tools.
  • Assists in coordination with the Bureau of Ocean Energy Management (BOEM), as necessary to maximize synergy with their similar in-house model development, and works closely with OPR managers and others, as assigned, to ensure the resulting product supports NMFS’ management needs.
  • Reviews, evaluates, and compares acoustic source models, sound propagation models, and exposure models and their results as necessary to support the assessment of the impacts of acoustic impacts on marine mammals.
  • Reviews and evaluates acoustic monitoring plans, reports, and results, as well as other documentation supporting acoustic impact assessment.
  • Supports the development and implementation of technical guidance, methods, and analytical tools, for both internal and/or external use, to better assess and minimize the impacts of noise on protected species and their habitat.

Required Experience/Skills:

  • Master’s Degree or higher in a physical science (e.g. acoustics, physics, engineering , oceanography and three years of relevant experience or PHD and one year of relevant experience
  • Significant experience with scientific computing
  • Strong mathematical skills /understanding including general knowledge of basic calculus, statistics and at least exposure to differential equations
  • Familiarity with software development best practice outflows, e.g. github
  • Familiarity with common scientific python libraries, e.g. numpy, matplotlib, scipy, pandas

Salary and Benefits: This is a full-time position with benefits. Salary: $34.00 to $38.00 per hour.
