Ocean Associates Inc. (OAI) is seeking an applicant to provide library and archiving support to the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC) in Honolulu, HI. OAI is a Virginia corporation established in 2003 that provides consulting and technical services to the U.S. government, non-governmental organizations, international organizations, and the private sector. We specialize in scientific program and project management, strategic planning, professional and technical services, and stakeholder engagement, supporting government contracts. We are seeking applicants for this position prospectively, which is dependent upon contract award.

Background

The PIFSC is part of NMFS, headquartered in Honolulu, Hawaii, and has taken a leading role in marine research on ecosystems, both in the insular and pelagic environments. As part of this work, PIFSC has been implementing a multidisciplinary research strategy including an ecosystem observation system, and scientific analysis to support ecosystem approaches to management and restoration of living marine resources. It conducts a wide range of activities including resource surveys and stock assessments, fishery monitoring, economic and sociological studies, oceanographic research and monitoring, critical habitat evaluation, life history and ecology studies, and advanced oceanographic and ecosystem modeling and simulations. The PIFSC’s Director’s Office (DO) has a requirement for library and archiving support services.

Description

The PIFSC library houses extensive physical and digital collections including photographs and film capturing over 50 years of fisheries research. The DO has a requirement for the organization and management of high-quality archives, special collections, and digital collections, and for developing and promoting library services to enhance the impact of these archives and collections.

Duties

Book/Journal Circulation

  • Promote the use of the library by scientific staff, researchers, cooperating institutions, and the public.
  • Circulate and track library books and check in journal issues.

Interlibrary Loans

  • Process interlibrary loan requests and participate in the wide network of lending libraries on the Online Computer Library Center (OCLC) WorldShare platform.

Digital Journal Requests

  • Support and/or lead a variety of digital initiative projects related to digitization and/or digital collection management.
  • Maintain, develop, and improve access to electronic resources.
  • Assign permanent Digital Object Identifiers (DOI) to PIFSC published manuscripts and to archived data sets.

Cataloging/stack maintenance

  • Complete all library information requests in a timely manner.
  • Catalog all books, serials, and periodicals utilizing MARC-MAchine-Readable Cataloging (MARC) bibliographic formats, traditional cataloging and classification standards (e.g., LCSH), and metadata standards (e.g., Dublin Core) to ensure easy location by library patrons.
  • Consult with PIFSC research staff and Division Directors for collection development that meets the mission and objectives of PIFSC research.
  • Perform stack maintenance, shelve books and materials, and prepare volumes for binding.
  • Receive library donations (books, magazines, etc.) and conduct an inventory to determine what materials should remain in the library and what should be recycled or donated elsewhere.

Other support

  • Perform best practices for preservation of books and materials.
  • Participate in business meetings and professional activities as necessary for performance of duties within the scope of work.
  • Attend agency specific training with prior approval from the Contracting Officer Representative (COR).
  • Lead inventory of library physical resources and provide recommendations regarding transition from a physical library presence to a virtual presence.

Publications Support

  • Provide guidelines and guidance on data citations in publications.
  • Assist in contributing PIFSC publications to the NOAA Institutional Repository and improving workflows.
  • Provide support to track PIFSC publications in the Research Publication Tracking System (RPTS)
  • Provide support for publication compliance under Section 508 of the Rehabilitation Act of 1973 as amended.
  • Train PIFSC Authors on best practices for complying with Section 508.

Data/Library Website Resources Support and Tracking

  • Maintain library website functions and upload new publications to the NMFS website.
  • Assist with developing and posting information on the PIFSC intranet and internet sites.
  • Work with PIFSC personnel to ensure adequate metadata records are developed and logged into InPort (NMFS centralized metadata repository).
  • Provide advice and service in the area of digital asset management support.
  • Serve as data library archivist.
  • Track all library requests via JIRA2 or other library support desk tracking software.

Start Date: Contingent upon award of contract.

Location: Honolulu, HI

Travel: Travel is not anticipated.

Salary and Benefits: This is a full-time position with benefits. Salary, commensurate with experience, between $25-$45 per hour.

Requirements

Applicants must have the following minimum requirements:

  • Bachelor’s Degree in Information Science or Data Science from an accredited four year college.
  • Two or more years of post-university work experience in data management, preferably involving scientific and technical data, using different data storage formats and media, databases, database software, digital scanning and related software tools such as Adobe Acrobat, and computer file systems and databases.
  • At least two years of work experience as part of a team requiring interpersonal communication.

Preferred:

  • ALA Accredited Master’s degree in Library and Information Science.
  • Two or more years of work experience using traditional and electronic information resources.
  • Two or more years of reference work experience.
  • Two or more years of experience working with information literacy instruction.
  • One or more years of work experience performing research with fisheries, oceanography, socioeconomics, protected resources, and related fields of study.
  • Excellent oral and written communication skills demonstrated in all correspondence and verbal communications
  • References showing a strong commitment to service and research
