Job Title: Wetland Specialist
Department: Natural Resources
Reports To: Director of Natural Resources
Status: Permanent/Full Time
Salary Range: $27.50-31.50
Location: Hoh Tribe Reservation and Usual and Accustomed Treaty Area of the Goodman, Hoh, and Kalaloch Basins

Summary
The wetland specialist will develop the Hoh Tribe’s wetlands program to map and assess wetlands in the Tribe’s Usual and Accustomed Area. The specialist will coordinate with fellow staff, project partners, and consultants to complete wetland determinations and delineations on and off the Hoh Indian Reservation. Based on results from wetland assessments and mapping, the specialist will work with Tribal staff and community members to identify and protect wetlands associated with Tribal properties. The Tribe has secured two years of funding for this position. The successful applicant will work with the Natural Resources Department and partners to secure additional funding for staff and program activities in future years.

Duties and Responsibilities: The duties of this position include, but are not limited to:
• Complete U.S. Army Corps of Engineers and Washington State Wetland Rating Systems training programs and obtain associated certifications within the first 8 months of hire.
• Complete wetland determinations and delineations following appropriate federal and state procedures on and off Hoh Tribal lands.
• Write and update, as needed, EPA-approved planning documents for the wetlands program, including a Quality Assurance Program Plan and Wetlands Program Plan.
• Manage the Hoh Tribe’s EPA wetland program development grant, including submitting progress reports and managing the day-to-day budget.
• Work with consulting professionals and project partners to update the Hoh Tribe’s wetland inventory on Tribal lands.
• Prepare wetland determination reports for submittal to federal and state agencies, as required by the Natural Resources and Administration Departments.
• Meet with Natural Resources Director and other project team members to collaborate efforts.
• Provide presentations to Tribal Members/Council on Wetlands Program.
• Identified additional funding sources for the Wetlands Program.
• Performs other related duties, as required.

Skills and Specifications:
• Must be able to perform the essential functions under the working conditions for the position. Physical surroundings are primarily in the field (woodlands, wetlands, grasslands, etc.) and may be subject to extreme conditions, including weather, pollens, dust and wildlife.
• Will spend part of the time in a general office environment.
• Must be able to travel state and nation wide for meetings, trainings and conferences, as required.
• Requires mobility, frequent walking, standing, sitting stationary, and carrying of heavy items.
• Must be able to work flexible hours when necessary or as directed.
• Must adhere to the personnel policies and drug and alcohol polices.
• Must submit to and clear a pre-employment alcohol and drug test, and criminal background check
• Excellent written and oral communication skills, including working
• Knowledge of Windows based PC programs, including Word and Excel.
• Ability to become CPR/First Aid Certified.
• Ability to work cooperatively and as part of a team with outside agencies, Tribal membership and co-workers.
• Demonstrated organizational and group leadership skills.
• Ability to meet deadlines and achieve program objectives.

Education and Qualifications:
• Bachelor’s degree in ecology, fisheries, environmental studies, botany, hydrology, or allied field, with 1-year related experience, preferably with natural resource and/or environmental policy development.
• Must obtain or have a Valid Washington State Driver’s License.
• Must be able to meet GSA driving requirements.
• GIS knowledge of equipment and mapping is preferred.
• Experience identifying wetland plants, soils, and/or hydrology of the United States Army Corps Western Mountains, Valleys, and Coast region is preferred.
• Direct experience and proven success working with Native American culture and community is preferred.

The employee regularly works in indoor conditions with routine exposure to video displays. The noise level in the work environment is usually moderate. While performing the duties of this job, the employee is regularly required to sit and occasionally required to stand and walk. The employee must regularly lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.

This position is covered by the provisions of the Crime Control Act of 1990, Subchapter V – Child Care Worker Employee Background Checks (42 U.S.C. 13041) and the Indian Child Protection and Family Violence Prevention Act of 1990 (25 U.S.C. 3201-3210). As such, each applicant will be required, as a pre-condition to employment, to submit to a criminal history background check.
