Summary

These 2 positions are located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS). One is with the Greater Atlantic Regional Fisheries Office (GARFO) at one of the following locations: Gloucester, MA; New Bedford, MA; Annapolis, MD; or Narragansett, RI. The other is with the West Coast Region (WCR) at one of the following locations: Sacramento, CA; Long Beach, CA; Santa Cruz, CA; Arcata, CA; or Santa Rosa, CA.

Duties

As a Marine Resources Management Specialist, you will perform the following duties:

  • Serve as the Aquaculture Coordinator for the Region, coordinating all regional aquaculture and mariculture program issues. Ensure regional and national aquaculture program goals are achieved.
  • Coordinate regional outreach activities with NMFS Office of Aquaculture and other NMFS offices or science centers as appropriate, which includes meetings with stakeholders and partners, producing reports or publications as needed.
  • Attend and/or facilitate meetings with private, federal, state, local, and tribal entities to improve efficiency and effectiveness of aquaculture permitting processes and public understanding of aquaculture issues.
  • Identify, develop, and distribute NOAA and NMFS reports and other informational materials, publications, and fact sheets related to aquaculture.


Note: The duties are at the full ZP-4 performance level and the ZP-3 is the developmental grade level leading to such performance.

The ZP-3 is equivalent to the GS-11/12.
The ZP-4 is equivalent to the GS-13/14.

  • This position requires the operation of a Federal motor vehicle. Must be able to obtain and maintain a valid state driver's license to operate a government vehicle in completion of assigned tasks as there is limited public transportation available.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

To qualify for the 0401 Series:
A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

or

B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.


SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-3 (GS-11) grade level:
Specialized experience: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 (GS-9) in the Federal service. Specialized experience MUST include all of the following:
  • Supporting a team effort to accomplish the project goals and objectives;
  • Supporting outreach activities with scientific organizations, stakeholders, or the public; and
  • Providing technical or policy advice on natural resource issues.

OR

SUBSTITUTION OF EDUCATION: GS-11: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above.

To qualify at the ZP-4(GS-13) grade level:
Specialized experience: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 (GS-12) in the Federal service. Specialized experience MUST include all of the following:
  • Managing assigned project(s) based on overall objectives, milestones, expected results, and constraints in support of program functions or designated area of responsibility;
  • Coordinating outreach activities with scientific organizations, stakeholders, or the public on coastal or marine issues; and
  • Providing technical or policy advice on aquaculture or marine resource science and management issues, including the coordination, development, or review of biological, economic, or social analyses.
NOTE: There is no substitution of education for specialized experience at the ZP-4 (GS-13/14) level.

Education

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., Bio 101, Math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. You may submit an unofficial copy of the transcript at the initial phase of the application process. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.
