As part of our ongoing growth and expansion, we are seeking a dynamic and experienced GIS Specialist to join our growing team.

Responsibilities

The Office of Coast Survey (OCS) manages the National Oceanic and Atmospheric Administration (NOAA) nautical charting and data collection and information programs. OCS manages an integrated suite of programs in hydrography and cartography to help protect life and property, support economic growth and development, and protect the environment in support of the overall mission to promote safe navigation. The OCS increasingly relies on providers to contribute data to supplement NOAAs hydrographic survey data collection. Within the Hydrographic Surveys Division (HSD), the External Source Data Team (ESD) plays a crucial role in augmenting NOAA's hydrographic survey data collection efforts. ESD is responsible for the critical tasks of vetting, managing, and cleaning data received from a diverse range of providers. All external source data managed by ESD directly feeds into the National Bathymetric Source (NBS) Program, a key component of NOAA's nautical chart modernization.

Support is needed by ESD to process external source data, including ensuring the quality, usability, and efficient integration of externally sourced bathymetry data into OCS navigation products.

Responsiblities include:

  • Reviewing bathymetry data and metadata to assess suitability for Office of Coast Survey (OCS) navigation product updates.
  • Investigating submissions from external source data providers (i.e. other federal agencies, universities, ports, and many others) to verify validity of data packages and inform appropriate use of data submissions based on hydrographic data quality attributes.
  • Processing submitted data to OCS standard formats and prepare data for ingestion into the National Bathymetric Source.
  • Participating in the research and development of improved data review and data management workflows, and other special projects as needed.

Qualifications

Education: Bachelor’s degree in hydrography, ocean mapping, physical science, marine science, oceanography, computer science, engineering, physics, physics, mathematics, related discipline, or equivalent (4 years of experience is equivalent to a Bachelor’s degree)

Years of Experience: 5-7 years in GIS, Computer Mapping, and/or Charting fields and 2-4 years in Hydrography.

Experience includes:

  • Data analysis and GIS.
  • Software development including Python, Integrated Development Environments, debugging principles, continuous integration testing and automated documentation.
  • Databases and queries in PostgreSQL.
  • Geospatial applications such as QGIS, libraries such as Geospatial Data Abstraction Library (GDAL), and OGC web services.
  • Horizontal and vertical datums as well as transformations in the context of point and raster data.
  • Version control best practices and experience with version control software such as Git.
  • Mapping standards and techniques.
  • Container-based software development and deployment platforms.

Knowledge, Skills, and Abilities

  • Expertise in data management, relational databases, database development.
  • Knowledge of scientific principles that support bathymetric information collection, such as acoustics, optics, models, remote sensing, etc.
  • Knowledge of common bathymetric data formats, emphasis on open-sourced formats, and pros/cons of various formats.
  • Experience with identifying opportunities for effective automation and workflow development.
  • Familiar with standard concepts, practices, and procedures of hydrography and hydrographic science.
  • Familiar with common bathymetric data acquisition systems and capabilities.
  • Able to work both independently and with others to share information and develop best practices in a dynamic work environment.
  • Exhibits strong critical thinking. Possesses the ability to objectively analyze information, evaluate data, and make well-reasoned decisions to solve problems effectively and improve outcomes.
  • Has good attention to detail and strong organizational skills to ensure complete and accurate assessment of bathymetry data packages.
  • Effective in both verbal and written modes of communication.
