Technical Program Manager
Overview
Liquid Robotics is seeking a Technical Program Manager (TPM) to plan, manage and execute emerging solutions for a multitude of maritime programs across DoD, science and commercial markets. The TPM role is focused on IRAD and product development programs that integrates hardware (sensors and payloads) and software for the Liquid Robotics Uncrewed Surface Vehicle (USV) Wave Glider platform.
The TPM is responsible for guiding the planning and execution of product/solution development programs with a diverse distributed team of engineers, field support representatives, operations personnel and manufacturing teams to deliver solutions that respond to national security and climate threats. The successful candidate will have a background in engineering, bring significant technical execution experience preferably in the maritime domain, will be motivated by our vision to change the world, and will be excited to work in a dynamic environment. This position is onsite at our headquarters in Herndon, Virginia, however strong candidates may be considered for a hybrid remote work arrangement with a flexible schedule, 2-3 days/week in the Herndon office.
Responsibilities
- Work across all functional areas including Engineering, Business Development, Contracts and Liquid Robotics Leadership throughout the entire program lifecycle, from capture to delivery.
- Leads both the technical estimation and planning efforts across all engineering and business functions.
- Identify, manage, and track program cost, schedule, and deliverables including cross functional interdependencies, risks, issues and opportunities (RIO) and be directly responsible for facilitating the deconfliction of program issues.
- Responsible for program planning, monitoring and execution with cross-functional teams that are geographically distributed between our Hawaii and Herndon, VA offices.
- Supports contracting activities for both prime and subcontracts, negotiating the terms and conditions with Liquid Robotics contracts POC.
- Creates program plans using MS Project, statements of work (SOW), estimates program costs and establishes terms and conditions (T&C’s) with customers and/or prime contractors.
- Coordinates resources ensuring teams are adequately staffed, workload is balanced, and shared resources are optimized.
- Manage weekly project meetings with the cross-functional teams (program management, engineering, quality, manufacturing, customer support, etc.)
- Present program status updates during monthly program reviews to key stakeholders internally and externally.
- Ensure and provide oversight for change control and escalation processes.
- Managing multiple, concurrent programs that are both externally and internally funded.
- Contribute to the development and implementation of program management processes and methodologies.
Key Results
- Programs plans are resource loaded and includes all tasking (including durations and dependencies), key milestones, and deliverables.
- RIO for the project are identified and characterized, and steps (including budget) are identified to address each.
- Technical solution stays within designated margin targets for schedule and budget, as measured using EVM, SPI and CPI.
- Programs are executed in accordance with contract terms and conditions.
Required Experience
- 2-4+ years of technical leadership experience in maritime, defense or technology domains. I.e. Integrated Product Team Lead, Technical Cost Account Manager or similar type roles.
- 14 + years of direct engineering expertise as an individual contributor
- B.S. in Engineering (Systems, Mechanical, Electrical, or Software)
- Proven ability to manage multiple, concurrent projects using multiple methodologies, including Agile, Waterfall and rolling wave planning.
- Proven leadership skills that demonstrate the ability to manage a technical team made up of cross-functional resources.
- Proven presentation and communication skills across all levels including senior management.
- Strong organization and problem-solving skills that include the ability to respond to changing needs and shifting priorities.
- Ability to thrive in a fast-paced, team-oriented environment.
- Forward looking, data driven and results oriented.
- Must be US Person
Desired Experience
- Experience with DoD contracts clauses DFAR/FAR, funding strategies and deliverable types.
- Experience with various contract types, including fixed price and cost reimbursable.
- Experience using EVM for measuring program performance.
- PMI/PMP Certification
- Experience with uncrewed surface and or underwater systems (UxV).
- Active security clearance is a plus.
Pay is based upon candidate experience and qualifications, as well as market and business considerations.
Summary pay range: $121,000 - $215,000
