Technical Program Manager
Overview
Liquid Robotics is seeking a Technical Program Manager (TPM) to manage and execute the development of new product, sustaining hardware and software projects in support of the industry leading Unmanned Surface Vehicle, the Wave Glider. The TPM will be a key stakeholder in the success of new products and services through the planning & execution of new development projects, managing the project via our Product Life Cycle (PLC) framework, and primarily working across our Engineering team to deliver world-changing solutions to the Defense, Commercial and Scientific markets. The successful candidate will bring significant technical project management and technical product development experience to the table, will be motivated by our vision to change the world, and will be excited to work in a dynamic environment. This position is staffed out of our headquarters/design center located in Herndon, Virginia, but strong candidates will be considered for a hybrid work arrangement with regular travel required.
Responsibilities
  • Work across all functional areas including Business Development, Program Management and Executive Leadership to ensure the technical solution can be designed, procured, built, tested and delivered per the project requirements.
  • Identify, manage, and track project cost, schedule, and deliverables including cross functional interdependencies, issues, risks and opportunities (RIO) and be directly responsible for facilitating their resolution in a timely manner.
  • Lead the technical team in making solid technical decisions and guide the engineering approach to the solution such that the solution is designed for manufacturability.
  • Coordinate resources ensuring teams are adequately staffed, workload is balanced and shared resources are optimized.
  • Own and manage customer (internal) and/or subcontractor relationships for the project.
  • Own and manage the subject Product Life-Cycle (PLC) from conception to release.
  • Manage weekly project meetings with the cross-functional teams (program management, engineering, quality, manufacturing, customer support, etc.)
  • Present bi-weekly and periodic management review of project status to key stakeholders internally and externally as required.
  • Ensure and provide oversight for change control and escalation processes.
  • Managing multiple, concurrent product releases / projects.
  • Contribute to the development and implementation of program/project management “best practices”
Key Results
  • Project has a resource loaded schedule that includes technical tasking (including durations and dependencies), key milestones, and staffing.
  • RIO for the project are identified and characterized, and steps (including budget) are identified to address each.
  • Technical solution stays within 10% of schedule and budget, as measured via SPI and CPI (between 0.9 and 1.1).
  • Technical approach is captured fully in the needed artifacts and passes design reviews, resolving actions by due dates and closing key reviews within two weeks.
Desired Experience
  • 8+ years of project management and product development experience in ocean technology, aerospace or defense markets.
  • B.S. in Engineering or Computer Science
  • Proven ability to manage multiple, concurrent projects, experience in Agile process framework desired; SAFe experience preferred.[SG1]
  • Proven leadership skills that demonstrate the ability to manage a team made up of cross-department and cross-level resources.
  • Proven presentation and communication skills across all levels including senior management.
  • Strong organization and problem-solving skills that include the ability to respond to changing needs and shifting priorities.
  • Ability to thrive in a fast-paced, team-oriented environment.
  • Forward looking, data driven and results oriented.
  • Proficiency in project management tools and PMI/PMP Certification or equivalent a plus.
  • Experience with unmanned systems is a plus.
  • Must be US Person
  • Active security clearance is a plus.
