Job Summary

Regular, Full-Time, RCUH Non-Civil Service position with the School of Ocean and Earth Science and Technology (SOEST), Joint Institute for Marine and Atmospheric Research (JIMAR), located at the National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC) in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MONTHLY SALARY: Salary commensurate with qualifications.

DUTIES: Conducts original research and development efforts for the creation of new and value-added oceanographic and climate products derived from satellite remotely sensed data and from atmosphere-ocean general circulation models. Analyzes and interprets data for the benefit of the fisheries and oceanographic communities. Publishes these products and their applications in the peer-reviewed literature. Provides data and products to support Center’s research cruises. Designs and implements computer-based quality control tools on existing and new remote sensing datasets for ensuring the availability of science-quality resources. Establishes, maintains and manages the OceanWatch satellite remote sensing datasets using scientific data formats that serve national and international users, particularly within the Pacific Basin. Maintains and administers updated metadata information for OceanWatch products following national metadata standards. Monitors and ensures continuous data streams for collecting and distributing daily High Resolution Picture Transmission (HRPT) satellite data. Utilizes advanced programming, analytical, and computer system skills for the design, management, problem-solving, and expansion of software algorithms and tools by means of multiple computer programming and scripting languages. Works with Science Center Information Technology (IT) staff to ensure availability of multiple data servers necessary for conducting the daily satellite data ingestion, processing, analysis, maintenance, and archiving tasks required for generating OceanWatch value-added products. Monitors and manages daily additions to the multi-terabyte data volume that comprises the OceanWatch satellite data archive. Develops, implements, and administers web-based data browsing and visualization tools, and delivery mechanisms for OceanWatch satellite remote sensing datasets and products. Develops web interfaces for uninterrupted data accessibility via the OceanWatch web and File Transfer Protocol (FTP) servers in support of Science Center and National Oceanic and Atmospheric Administration (NOAA) data initiatives. Manages, forecasts, and maintains yearly budgeting and accountability for OceanWatch site. Prepares quarterly progress reports for CoastWatch – Central. Manages and monitors yearly computer maintenance contracts. Develops, manages and conducts OceanWatch outreach and education strategies and activities. Manages requests for customized OceanWatch data products. Serves as liaison between OceanWatch and other organizations. Establishes and maintains long-term collaboration agreements with national and international organizations. Requires travel to workshops, conferences, and meetings to gather information and to present and train interested parties or partners.

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: Master’s Degree from an accredited college or university in Oceanography, Marine Biology, Climate Science, or Mathematics. EXPERIENCE: Three to five (3-5) years of professional experience working with satellite remotely-sensed oceanographic data or climate products to quantitatively derive information about biological physical or oceanographic phenomena. Experience must include at least one (1) year experience in producing peer-reviewed publications based on satellite remotely sensed oceanographic data and experience with UNIX/LINUX workstations. ABIL/KNOW/SKILLS: Advanced knowledge in satellite remote sensing, oceanography, climate science, database management and computer science. Knowledge in data acquisition, image processing and analysis, computer graphics, database management, and internet protocols. Knowledge of the range of information available from ocean remote-sensing platforms and their caveats. Understanding of key biogeochemical, oceanographic, and climate processes in marine ecosystems. Working knowledge of statistical methods and approaches for robustly manipulating, integrating, and analyzing interdisciplinary data derived from satellites and numerical models. Working knowledge of spatial analysis methods and statistics. Must be able to meet and maintain the United States Department of Commerce (DOC) and National Oceanic and Atmospheric Administration (NOAA) security requirements to access work location. Must be a US Citizen or Permanent Resident Alien. Must possess strong interpersonal skills, as well as written and oral communication skills to collaborate with and train government representatives, academic partners, and agency personnel. Ability to maintain PC and workstation hardware. Technical writing skills. Ability to program in Perl, Matlab, IDL, GMT, HTML and UNIX/LINUX shell scripts to manipulate, process, and display information derived from massive computer datasets. Ability to develop an annual spending plan and carefully track an annual budget. Ability to perform project management functions, which includes independently planning, organizing, and implementing projects to meet programmatic requirements and objectives within schedule, setting priorities, and coordinating multiple tasks with frequent and tight deadlines. Proficiency with Windows operating system and word processing, spreadsheet, and presentation programs. Post Offer/Employment Condition: Must be able to meet and maintain US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) security requirements for working in a Federal facility, which includes being fingerprinted and having a Federal background check performed prior to date of hire and maintained throughout duration of employment. SECONDARY QUALIFICATIONS: PhD from an accredited college or university in Oceanography, Marine Biology, Climate Science, or Mathematics. Knowledge of NOAA programs in remote sensing applied to oceanography, particularly the OceanWatch program. Experience with the use of numerical ocean models. Experience with web page development. Experience with compilation and production of scientific or technical documents. Experience with developing and leading trainings, workshops, or conferences to foster education and outreach about remote-sensing methodologies. Experience with extending software functionality or automating processes, and with programming languages.
