Duties & Responsibilities- *Serves as Dive and Boating Program Manager for the Hawai'i Institute of Marine Biology (HIMB), managing a comprehensive dive and boating safety program to facilitate research and mitigate risks for HIMB and the University of Hawai'i.
- *Manages HIMBs scientific diving program: interfaces with the Dive Safety Program at UH Manoa to ensure compliance with UH Dive Safety policies; reviews all HIMB research dive plans to facilitate research and ensure risk events and emergency procedures have been considered; coordinates with the UH Dive Safety Program to conduct scientific diver training for HIMB personnel; conducts or coordinates proficiency and checkout dives for HIMB faculty, staff, and student researchers; facilitates diving by visiting researchers and divers transferring from other institutions.
- *Maintains HIMBs scientific diving equipment and facility: maintains inventory of SCUBA cylinders; maintains open circuit SCUBA equipment for HIMB; performs annual inspections and/or service of SCUBA equipment for HIMB Scientific Divers to comply with the UH Dive Safety Program; maintains compressor and air/gas blending fill station at HIMB.
- *Manages the HIMB boating program: Conduct boat training and checkouts for new operators utilizing HIMB vessels for research; provide vessel support for HIMB projects; serves as on-site contact for boating operations by HIMB researchers and visiting scientists/organizations; develops a maintenance protocol and tracking for the research fleet; interface with maintenance staff to implement a regular maintenance schedule; schedules and manages boat use.
- *Manages the RCUH revolving accounts for boating and diving to ensure all revenue and expenditures are applicable to account, creates and submits invoices and tracks revenue to ensure a balanced account.
- *Conducts Diving First Aid for Professional Divers courses and refreshers to comply with requirements of Dive Safety Program and AAUS on a regular basis; conducts comprehensive First Aid/CPR/AED classes for HIMB staff on an annual basis; maintains the AEDs, AED trainers, CPR mannequins and other First Aid training materials to ensure all equipment is up to date.
- *Supports periodic removal and replacement of submerged seawater intake pipes that supply seawater to HIMBs experimental flow through systems.
- *Serves as working supervisor for the Marine Safety Assistant.
- Other duties as assigned.
Minimum Qualifications- Possession of a baccalaureate degree in Marine Science, Natural Science, Engineering, or related field and 3 year(s) of progressively responsible professional experience with responsibilities for small boat operations, water safety, and/or compressed gas diving (SCUBA); or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
- Considerable working knowledge of principles, practices and techniques in the area of boating, diving and water safety field as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
- Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with occupational and/or research diving, boating, and water field safety.
- Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
- Demonstrated ability to operate a personal computer and apply word processing software.
- If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
- Certification as a SCUBA instructor by a nationally recognized diving agency or the ability to complete an instructor certification course in the first 6 months on the job.
- Scientific Diver training from an AAUS Organizational Member institution or equivalent (e.g. NOAA Working Diver; USNPS Blue Card, etc.).
- Experience in diving-supervision and diving related safety.
- Experience using small boats as a research platform.
- US Coast Guard-recognized boating certification (e.g. USCG Aux, USPS USDOI, NOAA).
- Experience in training small boat operators.
- Competence in compressed-gas technology, including maintenance of diving life-support and underwater-research equipment.
- Ability to perform routine boat and compressor maintenance and recognize mechanical problems.
- DAN Oxygen Administration Instructor or DAN Diving First Aid for Professional Divers Instructor.
- CPR and First Aid Instructor with a nationally recognized training agency (AHA, Red Cross, ASHI, etc).
- Experience with use of Closed-Circuit Rebreathers (CCR).
- Certified Visual Cylinder Inspector.
- Experience with GPS.
- Background in computer databases.
- US Coastguard Captain's license: Master of Un-inspected Passenger Vessel or higher.
- Post graduate degree in a field of natural science.
- Motorboat Operator Certification Course (MOCC) or Motorboat Operator Training Course (MOTC) certified.
- Trained repair technician for at least one major brand of diving equipment.
- Lifeguard Certification.
