Background
:

Global Fishing Watch is an international nonprofit organisation committed to advancing ocean sustainability and stewardship through increasing transparency. We do this by offering, for free, data and near real-time tracking of global commercial fishing activity, supporting new science and research, and boosting global cooperation on ocean transparency. As part of its efforts, the organisation is seeking a consultant to help consolidate and analyse the country policy assessment reports of GFW’s first cohort of core countries.

Purpose and Objectives:

The purpose of this consultancy is to synthesize, analyse and summarise all the policy assessments of the first cohort of GFW core countries.

Scope of Work:

The consultant will be responsible for designing and producing the following products:

  1. Develop a full report for internal GFW readership that synthesizes all the GFW-commissioned, core country policy assessment reports completed through August 31, 2024. The core countries with existing policy assessments includes: Chile, Peru, Brazil, Senegal, Gabon (draft as of July 26), Viet Nam, Taiwan, Republic of Marshall Islands (draft as of July 26), Palau (draft as of July 26) and Montenegro. This report is to include highlights, commonalities, shared challenges, and major opportunities aligned with GFW policy priorities including enhanced transparency, improved data sharing, vessel tracking and ultimate beneficial ownership. Noted, that in many cases the core country did not take part in the compilation of the original policy assessment report. The policy assessment reports to be used as source material are not intended to be shared beyond the consultant. The country reports are of varying length and degrees of detail. If the existing assessment reports do not provide adequate information, external research may be needed.
  2. Using the full report described in no. 1 above as a basis, develop a second, shorter report, designed for core country decision makers on policy that will be provided to various stakeholders. This report is to cover all core countries and include commonalities, shared challenges, and identify major opportunities and recommendations for the group of core countries that are aligned with GFW policy priorities including enhanced transparency, improved data sharing, vessel tracking and ultimate beneficial ownership. Any obvious barriers to the countries achieving this work should be noted, if possible.
  3. Work with GFW communications to publish communication materials to highlight findings

Roles and Responsibilities:

The consultant will be responsible for delivering the scope of work that satisfies the descriptions of the Synthesis and Analysis of Country Policy Assessment Reports. GFW will provide the consultant with the relevant documents and time from the management team and program delivery teams to ensure that the Synthesis and Analysis of Country Policy Assessment Reports inform and contribute to the fulfilment of GFW objectives and goals. The consultant will report to GFW’s Senior Policy Adviser. Further requirements regarding regular communication about progress on the reports is specified in the Quality Assurance section.

Quality Assurance:

The consultant will be responsible for ensuring that the process utilized is rigorous and the outputs produced are reliable, credible and fit for purpose. Written products are to be to a high standard, using clear prose. This may include developing appropriate information and data collection and validation methods and tools, ensuring that information and data is collected and analysed in a consistent and transparent manner, and using appropriate statistical and qualitative analysis techniques, where appropriate.

Materials should be produced and submitted using google docs. Each final report should include a table of contents, a list of acronyms, an executive summary, appropriate organization of the main text, a conclusion and cited references.

Close engagement, including weekly calls with the Senior Advisor, Policy, and others as appropriate, is expected so as to provide real-time guidance to the consultant. Submission of an initial outline for each report and one or more drafts of each report are expected. Prompt comments and feedback from GFW will be provided. Revisions of drafts based on comments received and additional research are expected.

GFW reserves the right to reject work not meeting its standards. The consultant is to make every effort to deliver interim and final products on time, according to the agreed schedule.

Ethics and Confidentiality:

The consultant will be required to adhere to GFW's ethical standards and ensure that all data collection and analysis activities are conducted in a manner that protects the confidentiality and privacy of GFW partners’ data where necessary.

Timeline and Budget:

Below is the timeline for this consultancy

  • August- Sourcing and Procurement
  • August- October - Engagement, including weekly calls with the Senior Advisor, Policy, and others as appropriate, submission of outlines and one or more drafts for each report, addressing comments and feedback provided from GFW, and revising drafts as appropriate
  • November 30, 2024 - Delivery of Final Reports that are acceptable to GFW

The consultant will be responsible for developing a detailed timeline and budget breakdown that clearly identifies the resources required and expected outputs for each activity. Travel is not anticipated. The consultant will work with the GFW’s Program Delivery Team and Senior Policy Adviser to ensure that the Consolidation and Analysis of Country Policy Assessment Reports is completed on time and within budget.

Budget: USD 20,000, to be paid in milestone-based installments, upon receipt of a satisfactory invoice
