Who we are

Global Fishing Watch is an international nonprofit organization dedicated to advancing ocean governance through increased transparency of human activity at sea. By creating and publicly sharing map visualizations, data and analysis tools, we aim to enable scientific research and transform the way our ocean is managed. We believe human activity at sea should be public knowledge in order to safeguard the global ocean for the common good of all.

Global Fishing Watch has initiated the program delivery of our new organisational strategy, as delivered through four regional teams. Capacity development, trainings and making our data available widely to a range of users will form a core part of our upcoming work.

What we are looking for

We seek proposals from experienced professionals well versed in designing, building and using knowledge sharing platforms. We want to develop a prototype that will inform the delivery of our long term goal which is a series capacity development engagements to a range of external users. The learning portal will also help facilitate Global Fishing Watch staff run effective training workshops in different settings around the world.

Description of work

The learning management system consultant will deliver a prototype model of a learning management platform (termed learning portal) designed to meet our needs. Through consultation with our internal teams, they will deliver a set of criteria that will help inform our selection of the learning management platform system that will underlie our learning portal. They will then proceed to build a working prototype that can meet our immediate operational needs as well as provide a structured hand-over document to allow our internal staff to develop this further to meet our long term training goals.

About the team involved

The consultant will work closely with the Global Practice Head of Analysis and Capacity Development, as well as the Capacity Development Manager who will also provide overall oversight on the deliverables. The work will require consultation with members of other Global Fishing Watch teams, including the Product and Research team, as well as interviews with at least two of the Program delivery regional teams. The consultant will communicate with the communications team at all stages, and collaborate with them during the preparation and finalisation of the learning portal text copy.

Deliverables

  1. A short report summarizing key evaluation criteria for a learning management system that meets our immediate operational needs and long term training goals. The report will be based on research conducted by the consultant that will involve a minimum of 5 interviews with GFW staff /teams.

  1. Summary comparison table of learning management systems. This comparison table will be informed by Deliverable 1. Must include at least 6 comparisons and include google classroom, notion and quarto.

  1. Build prototype learning portal to contain a minimum of:
    1. One course landing page that can serve as as template for others
      1. Course structure has to include the ability to embed quizzes, assessments, assignments and discussion board
    2. Shared resources page
    3. Community forum for discussion
    4. Calendar of events
    5. Meets international e-learning standards (e.g. AICC or xAPI)
    6. Format and design in alignment with Global Fishing Watch brand guidelines

  1. Conduct user testing on prototype portal for at least 2 groups to collect list of recommended modifications for improvement

  1. Include one round of review of learning portal text via document form to the communications team to align language with AP style

Vendor qualifications

Experience:

  • Over 10 years of experience working within the marine sector including government or educational institutions

  • Over 5 years of experience building educational resources for data handling and processing

  • Learning management system: familiarity with platforms available

  • Written evidence of prior similar work (or links to completed related work)

Diversity and inclusion:

References:

  • Two references evidencing related experience

Languages:

  • Ability to hold consultation interviews in another language other than English (Spanish, French) (desired but not required)

Submission requirements

Interested parties should submit a proposal with a descriptive plan and budget via email as a Word or PDF attachment to adel.heenan@globalfishingwatch.org **The budget should be submitted in spreadsheet form.**

The proposal should consist of:

  • A cover letter explaining the provider’s interest and qualification for the consultancy including a description of previous experience with the types of work proposed in the RFP.
  • A narrative proposal outlining how the provider intends to fulfil the responsibilities outlined in the previous section.
  • A descriptive budget outlining the total cost of fulfilling the terms of the RFP.
  • A proposed timeline for completing the consultancy.
  • Resumes/CVs of key project personnel.
