• Develops, modifies and implements the operational plans of all regional resources on a 24/7 basis while providing advice on program and service delivery for the effective utilization of Coast Guard resources to support client and program requirements and priorities, including leading project work packages, and managing contracts.
• Provides technical and operational analysis, as well as subject matter advice to clients, senior managers and program leads on the operating efficiency and effectiveness of programs, Coast Guard operations, procedures, processes and contingency plans; assists in finding solutions to complex and diversified technical and operational problems.
• Researches, collects, reformats and analyzes information and big data at the unclassified and highly classified level on vessel movements and activities, the marine environment and shipping industry to combine with regional Coast Guard and Marine Security Operations Centre (MSOC) reports in order to form Marine Domain Awareness (MDA).
• Provides and supervises technical training and oversight to new Operations Officers, evaluates their progress and determines when their performance meets the criteria for working autonomously. Regional Operations Centre (ROC )officers assess the performance of trainees against standard operating procedures and evaluate the performance of the trainees. As well, they ensure that new ROC officer have the ability and knowledge to fulfill the role of a ROC officers and to be able to stand a watch alone if required and to still be able to answer questions and make decisions that arise while on watch.
• Establishes, reports and maintains maritime domain (MDA) awareness of operations creating a Coast Guard common operating picture, including the collection and analysis of data to create and disseminate reports at the national level. Proactively monitors the performance of regional assets and programs nationally, and establishes, reports and maintains maritime domain awareness to identify discrepancies and brief Senior Management.
• Receive reports of marine incidents, initiate and support incident response, activate alert networks and coordinate with other emergency response agencies. Facilitate the activation and the provision of timely and effective support to the Regional Incident Management Team (RIMT), the Fleet Emergency Management Plan (FEMP), and the National Incident Management Team (NIMT).
• Liaises with national partners, Regional Operations Centres, Maritime Security Operations Centres. CG program staff, DFO and, other government departments to enable complete situational awareness, coordination and support in times of crisis and routine operation.
• Provides safety and security monitoring and initial responses to vessels in layup and track personnel working in the field during emergency situations and in remote areas .
• Provide technical subject matter expertise employing operational technology tools and classified networks to provide a recognized maritime picture to enable senior management decision-making through the compilation of all sources of information, specialized applications and the skillful operation of these situational awareness tools.
• Lead projects and administer contracts related to regional activities, utilization and readiness by providing subject matter expertise; provide input on contract documents, including objectives, milestones and critical paths; and, monitor and report on progress.

Education
• Secondary school diploma or higher OR
• An acceptable combination of education, training and/or experience related to the position.
Occupational Certification
• Transport Canada or CCG certificate of competency (Navigation (watchkeeping mate), Engineering (4th class)) OR
• Department of National Defence marine certificate as validated by TC
Abilities
• Ability to communicate effectively in writing
Higher level of education (undergraduate degree, graduate degree, etc.)
Higher level of certification (above watchkeeping mate ticket or 4th class engineering ticket)
Experience
• Management Experience
• 5 or more years seagoing experience
• 2 or more years shore-based marine industry experience
• 2 or more years operations centre experience in the marine industry
