Duties

Division Managers working in different offices of the Canadian Hydrographic Service (CHS) manage between 12 and 24 employees divided in different work units. These work units are responsible for, among other things, the data acquisition, the measure of tides, currents and water levels, the integration and the management of multi-disciplinary data, the production and updating of different hydrographic products as well as the technical support to different teams.

The products and services in support of CHS program objectives and initiatives are offered to external clients such as the commercial shipping industry, recreational boating, fishing, other government departments and academia that use these products and services to ensure safe navigation and to carry out technical and scientific studies. The CHS products and services protect life, property and the marine environment and are essential to the safety of shipping in Canadian waters. The vision of CHS is to be a world class authority and supplier of hydrographic information.

Work environment

The Canadian Hydrographic Service (CHS) is part of the Science sector of the Department of Fisheries and Oceans Canada.

The CHS Head office is located in Ottawa (ON). Employees in this office work closely with people from the 5 other CHS offices in Canada: St. John’s (NL), Dartmouth (NS), Mont-Joli (QC), Burlington (ON) and Sidney (BC).

Intent of the process

This process is anticipatory. The objective is to establish a pool of qualified candidates (or a pool of partially qualified candidates) to fill one or more vacancies on a permanent or temporary basis within the Canadian Hydrographic Service at one or more of the following offices: St. John's (NL), Dartmouth (NS), Mont-Joli (QC), Ottawa (ON), Burlington (ON) or Sidney (BC).

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in land survey theory and practice, or related fields such as geomatics, geodesy and remote sensing.
OR;
Occupational Certification: Eligibility for a Land Surveyor Commission in Canada.

Degree equivalency

EXPERIENCE:
• Experience successfully managing projects and reporting on activities in hydrography or related fields.
• Experience successfully fostering innovation in the workplace.
• Experience in managing human and financial resources.
• Experience in providing advice to middle and senior management (Manager level and above) on a wide range of issues including general project and program delivery, and human resources.
• Experience working with internal and external stakeholders in the context of project and program delivery.

• Knowledge of a quality management system such as ISO 9001:2015.

ORGANIZATIONAL NEED
Fisheries and Oceans Canada and the Canadian Coast Guard are committed to establishing and maintaining a workforce representative of the population it serves. EXPERIENCE:
• Experience in one or more of the fields of marine sciences, particularly hydrography: data acquisition, data transformation, multi-disciplinary data assimilation, hydrographic research or technical support for hydrographic systems.
• Experience in operational maritime environment, operating vessels or keeping a watch.
• Experience in the preparation and submission of proposals that contain financial information such as project approval documents, memoranda of understanding or joint project agreements.
• Experience in developing policies and strategies for the advancement of a geospatial information program.
• Experience in operating within a quality management system, such as ISO.

OPERATIONAL REQUIREMENTS:
• Requirement for domestic and international travel.
