Base Salary plus Isolated Post Allowances (Northern Allowance) range from approximately $16,808 to $52,017, which is based on the location in the North, if the employee has dependents or is occupying staff housing. Staff housing may be available in some locations. Successful candidates may be eligible for reimbursement of relocation costs. Vacation Travel Assistance is provided up to twice a year for each eligible member of the household.

Intent of the process

Anticipatory staffing for positions in various sectors such as Marine Environmental and Hazards Response (MEHR), Compliance and Enforcement (C&E) Search and Rescue Preparedness (SAR) in the Canadian Coast Guard (CCG) Arctic Region. Each of the positions listed above represent a different stream, or sector, of this process that will be looking to hire successful applicants.

A pool of candidates may be created and may be used to staff these or similar positions on a permanent or temporary basis at Fisheries and Oceans Canada (DFO) and CCG for positions reporting to Nunavut, Nunatsiavut, Nunavik or the Northwest Territories, or the marine areas of James Bay and Hudson Bay.

Other Departments and Agencies who have positions in Nunavut, Nunatsiavut, Nunavik or the Northwest Territories and the marine areas of James Bay and Hudson Bay may also be able access this qualified pool. Linguistic profile requirements as well as tenures, position location and/or security clearance may vary according to the position being staffed.

Please note: This pool will be used to staff positions within the boundaries of the Arctic region on a temporary or permanent basis. The Arctic Region includes all four regions of Inuit Nunangat (Nunavut, Nunavik, Nunatsiavut and the Inuvialuit Settlement Region), the Northwest Territories and the marine areas of James Bay and Hudson Bay

All Streams:
Secondary school diploma (or higher) or an acceptable combination of education, training and/or experience related to the position.
Important Note: If you have on-the-job learning or other non-conventional training that you believe is equivalent to the secondary school diploma requirement, put it forward for consideration. The manager may accept a combination of education, training and/or experience in a related field as an alternative to the minimum secondary school diploma. A GED is accepted as equivalent to a secondary school diploma.

Degree equivalency

All streams:
Experience managing or supporting the management of financial resources in a workplace setting including conducting financial forecasts, reporting on results and preparing budgets.

Experience in human resource management; such as experience in staffing processes, supervising staff, employee performance evaluations, leave planning or approval for a work unit, planning and establishing work objectives, work scheduling or work assignments.

Experience working within a project team, committee or multi-disciplinary team.

Experience providing recommendations to managers on operational or time sensitive matters

Experience in the delivery of programs or planning, leading or supervising operations either for an organization or auxiliary program in one or more of the following:
• search and rescue (either onboard ships or from shore-based stations, or working with Search and Rescue programs ashore),
• law or regulatory enforcement,
• contingency planning,
• environmental response,
• emergency management or
• incident management.

Graduation with a degree or a diploma from a recognized post-secondary institution in a field of studies relevant to the position.

Possession of a Transport Canada Marine Certificate of Competency as a Watch-Keeping Deck or Engineering Officer or higher
Incident Command System Level 200 or higher (specify)

Stream 1: Deputy Superintendent, Marine Environmental and Hazards Response (MEHR)
Canadian Coast Guard Pollution Response Officer Designation and/or occupational training linked to environmental and hazard response in a maritime environment

Stream 2: Deputy Superintendent, Compliance and Enforcement (C&E)
Law enforcement certification/ training from a recognized Canadian law enforcement organization (FOCPP, RCMP, CBSA, etc.)

Stream 3: Deputy Superintendent, Search and Rescue Preparedness (SAR)
• Canadian Coast Guard Rescue Specialist Qualification
• Canadian Coast Guard Search and Rescue Mission Coordinator Certification

All Streams:
• Experience working in the Arctic region or on Arctic related files.
The Arctic Region of the Canadian Coast Guard consists of the Yukon North Slope, Northwest Territories, Nunavut, Nunavik, Nunatsiavut, Hudson Bay and James Bay. This boundary includes all of Inuit Nunangat.
• Experience engaging and collaborating with Arctic or Indigenous organizations

Stream 1: Deputy Superintendent, Marine Environmental and Hazards Response (MEHR):
• Experience as a participant or control team member in a table top or field exercise with other government departments, partners or stakeholders

Stream 2: Deputy Superintendent, Compliance and Enforcement (C&E):
• Experience supervising the delivery of an enforcement program
• Experience in interpreting Acts and legislation for application in an operational environment

Stream 3: Deputy Superintendent, Search and Rescue Preparedness (SAR):
• Experience in the supervision of a marine Search and Rescue team in an operational environment
• Experience establishing relationships and working with international and domestic partners on marine Search and Rescue related issues
• Experience as a Search and Rescue Mission coordinator at a Joint Rescue Coordination Centre (JRCC) or Maritime Rescue Sub-Centre (MRSC)
• Experience in the delivery of marine search and rescue training and exercises in the classroom AND in the field, including curriculum development

Wear and maintain a Canadian Coast Guard uniform in accordance with Canadian Coast Guard uniform manual
