Duties

✔ Working on a team, you would plan, organize and attend opening/closing meetings for Canadian Coast Guard (CCG) ships enrolling into the Delegated Statutory Inspection Program (DSIP). Assisting the Vessel Maintenance Managers (VMM), Captains, Chief Engineers and other CCG personnel for vessels already enrolled or vessels enrolling into the DSIP with questions and problems associated with regulatory and classification society conformance.

✔ Perform inspections related to current vessel conditions and best approaches for repairs and or modifications when needed.

✔ Participate on investigations and root cause analysis for failures of hull and equipment.

✔ Liaison between industry, contractors, class societies, Transport Canada representatives and all CCG for assistance in the continuous running and maintenance of the CCG Fleet.

Work environment

Marine Engineering (ME) is a branch within CCG's ITS Directorate that consists of a national team of marine professionals—engineers, marine engineers, technicians and others—who work collectively with other ITS branches and Fleet with a focus on in-service support for all marine engineering aspects in both our current and future fleet.

ME provides national strategic and functional management, engineering and leadership in the delivery of life cycle asset management. Marine Engineering has 7 units that enhance Coast Guard's ability to plan, manage, execute and report vessel maintenance as well as providing and interfacing technical expertise across the country to the CCG marine engineering community.

Intent of the process

A pool of qualified candidates may be established and used to fill similar positions with various tenures, security profiles and linguistic requirements within the Canadian Coast Guard.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:

• Third Class Marine Engineering, Transport Canada Certificate of Competency;
OR
• Graduation with a diploma or degree from a recognized post-secondary institution in Naval Architecture Technology;
OR
• Graduation with a diploma or degree from a recognized post-secondary institution in Marine Engineering Systems Design Technology;
OR
• Graduation with a diploma or degree from a recognized post-secondary institution in marine drafting, mechanical engineering, electrical technology;
OR
• CCG certificate of competency as an Electrical Officer or other marine related technical certificates.

Degree equivalency

EXPERIENCE:

• Experience in marine design, construction, repairs, operation, inspection,
quality assurance or other marine related areas.
• Experience in the enrollment of vessels into DSIP or transfer of class OR Experience in conducting technical incident investigations into Marine Hazardous Occurrences.

ASSET OCCUPATIONAL CERTIFICATE:

• Second or First Class Marine Engineering, Transport Canada Certificate of Competency.

ASSET EXPERIENCE:

• Experience with managing contractors and their performance, issuing contracts or handling complaints.
• Experience as a team member or leading technical investigations.
• Experience in quality control inspections of welds or structures.
• Experience in the development or implementation of safety management systems.
• Experience in the development or implementation of quality assurance programs or systems.
• Experience inspecting ships and ensuring they meet the regulatory regime, issuing deficiencies as a Transport Canada inspector or as a Recognized Organization (RO) surveyor.

• Knowledge of the marine regulatory framework (Canada Shipping Act, IMO, IACS - Classification Society Rules), codes, standards (CSA, ULC, EU) relevant to the design, building and operation of ships, including their maintenance.
• Knowledge of the practices and techniques for conducting marine incident investigations.
