Job Summary:

This position is in support of the National Oceanic and Atmospheric Administration (NOAA)'s Uncrewed Systems Research Transition Office (UxSRTO).

Responsibilities Include:

  • Providing project management, coordination, and administration for planning, execution, and evaluation of Unmanned Systems (UxS) research projects
  • Managing project portfolio and provide support to stakeholders
  • Developing UxS concepts of operations (CONOPS), project plans, schedules, and budgets and tracking project tasks, deliverables, and timelines
  • Providing project management support to stakeholders
  • Providing support for scientific, engineering, and technical research, development, test plans, and analyses to meet UxSRTO requirements
  • Providing guidance on meeting current and future mission requirements with evolving technology
  • Developing research initiatives to solve UxS technical challenges to meet NOAA observational requirements
  • Addressing UxS regulatory and policy requirements
  • Providing technical support to stakeholders to meet applicable regulations and policies, including the Federal Aviation Administration (FAA) regulations
  • Providing observational requirements analysis and analysis of alternatives (AoAs) for sensor and UxS technology in support of UxS payload and platform selection
  • Supporting, coordinating, and facilitating the development and preparation of R2X transitions plans to include development of templates, guides, briefings, training, and approval processes
  • Supporting, coordinating, and facilitating development and execution of project briefings, project reports, spreadsheets, and systems to help document, track, analyze, report, and resolve project issues
  • Developing test and evaluation plans for UxS research projects
  • Creating and maintaining UxS project entries in databases and tracking systems, such as the NOAA R&D Database (NRDD) and OAR Annual Operating Plan (AOP)
  • Supporting, assisting, coordinating, and facilitating engineering and mission concept reviews in coordination with project teams, stakeholders, Office of Marine Aviation Operations (OMAO), and other organizations
  • Coordinating and supporting agreements and statements of work for UxS activities, such as interagency agreements (IAAs), cooperative research and development agreements (CRADAs), and small business innovative research (SBIR) solicitations
  • Supporting UxSRTO as a member of various committees, working groups, and task forces
  • Supporting and providing content for UxSRTO and Office of Research, Transition, and Application (ORTA) websites
  • Providing project coordination and assistance to SME(s) in development of project transition plans
  • Coordinating with the Technology Partnerships Office (TPO) on matters related to project intellectual property, disclosure, evaluation, protection, commercialization, and marketing & licensing
  • Providing content assistance to enhance the ORTA and UxSRTO web sites
  • Supporting and assisting ORTA with provision of transition support services
  • Supporting development of archive system for transition plans, maintaining version control, and conducting analyses
  • Providing budgetary, meeting, and briefing support for tracking grant awards, project financial, and planning needs
  • Preparing and distributing agendas for meetings
  • Completing and distributing meeting minutes and action items to meeting participants
  • Tracking meeting minutes, action items, and associated materials

Required Qualifications and Skills:

  • Bachelor's degree in management/business or scientific/engineering/technical discipline
  • The ability to obtain a public trust clearance
  • Project Management Professional (PMP) certification
  • 10+ years of full-time professional experience overseeing staff and complex projectsAdvanced degrees or certifications may qualify for shorter periods of required experience

Desired:

  • Experience with uncrewed systems (preferably aerial)

Work Setting and Environment:

  • Monday - Friday, normal working hours
  • Work is to be performed remotely, with some travel to various NOAA locations
  • On-site federal contractors, in federal buildings or on federal lands must comply with CDC guidelines with respect to wearing masks, maintaining physical distance, and other public health measures
