Job Description and Duties

Do you have exceptional organizational skills and enjoy collaborating with multidisciplinary teams and other agency partners? Do you have an interest in ensuring California is prepared to respond to an oil spill? The Department of Fish and Wildlife's Office of Spill Prevention and Response (OSPR) is seeking a successful communicator to serve as the statewide Area Contingency Plan Coordinator to oversee updates to regional oil spill response contingency plans in cooperation with federal partners and serve as a subject matter expert for Section 508 compliant documents.

Under the general direction of OSPR's Outreach and Training Unit Supervisor (Senior Environmental Scientist Supervisory), the incumbent serves as the statewide coordinator for Area Contingency Plans, the State Oil Spill Contingency Plan, and the Regional Contingency Plan, serving as a liaison to local, state, and federal agencies, interested parties, and California Native American Tribes. The incumbent also acts as the Preparedness Branch’s subject matter expert for document compliance with the Americans with Disabilities Act. During spills, the incumbent may also serve as Volunteer Unit Leader and Liaison Officer, engaging with the public, agencies, and elected officials.

The position involves frequently planning, hosting, and presenting at meetings with local, state, and federal agency partners, industry, and other interested parties to improve oil spill preparedness statewide.

This position may be eligible for a telework opportunity in accordance with departmental policies and operational needs. Employees are currently required to work in-person at least two (2) days per week. Beginning July 1, 2026, employees will be required to work in-person at least four (4) days per week in alignment with Executive Order N-22-25. Additional in-office days may be required based on operational needs.

Working Conditions

CDFW-OSPR is a 24-hour oil and pollution response organization. The incumbent in this position can be required to participate in prevention and response training, drills, and incidents throughout California. A spill may require incumbent to deploy/travel via private or public transportation (i.e., automobile, airplane, etc.) with short notice. Travel may include multiple days of overnight stay, up to seven (7) days dependent upon departmental need. Public contact work will require irregular hours, the wearing of a state uniform, and operation of state vehicles.

1) This position oversees updates to several emergency response plans with strict deadlines. Describe your experience leading a project where you engaged with internal staff and external partners to contribute subject matter expertise and deliverables. 3) This position will frequently develop and deliver presentations to partner agencies and interested parties. Provide examples of when you presented to multidisciplinary and/or management groups or conducted outreach/training presentations.

4) Describe your experience with emergency or environmental response planning, including your familiarity with oil spill regulations, incident command systems, or disaster response frameworks.
