Job Description and Duties

Region 3 is seeking an energetic and detail-driven Analyst II to serve as the Region’s lead specialist for contracts, agreements, and fiscal coordination. This position plays a key role in moving mission-critical work forward by ensuring our agreements are accurate, compliant, and ready to support projects across habitat, fisheries, wildlife, lands, and other CDFW programs.

In this role, you’ll partner with staff across the Region and collaborate with a wide range of internal and external partners to develop scopes of work and budgets, prepare and review agreement packages, and provide guidance on State contracting and fiscal requirements. You’ll help keep projects on track by reviewing invoices, monitoring expenditures, maintaining tracking tools, and supporting documentation needs for reporting and audits.

You’ll also assist with general administrative and fiscal coordination to keep regional operations running smoothly.

This position may be eligible for a telework opportunity in accordance with departmental policies and operational needs. Employees are currently required to work in-person at least two (2) days per week. Beginning July 1, 2026, employees will be required to work in-person at least four (4) days per week in alignment with Executive Order N-22-25. Additional in-office days may be required based on operational needs.

Working Conditions

Office setting with prolonged periods of sitting and extensive use of a computer, keyboard, and mouse. Requires frequent interaction with staff across the Region to complete work assignments. Occasional travel (up to 5%) may be necessary for site visits and meetings to support contract development, coordination, and agreement preparation.

This position is based at the Region 3 Headquarters Office in Fairfield, California. This position offers the possibility of a telework agreement based on the Department's current telework policy.

Special Requirements

This position requires the ability to communicate clearly and professionally with a wide range of internal staff and external partners; review and analyze detailed documents, fiscal information, and policy requirements; and work for extended periods at a computer using various software systems. The role also requires the ability to occasionally travel within the Region to attend meetings or support program needs.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Experience with State contracting and procurement processes such as the State Administrative Manual (SAM), State Contracting Manual (SCM), State procurement methodologies, and California Procurement and Contracting Academy (CalPCA) requirements. Strong skills in data analysis, policy interpretation, preparing scopes of work and budgets, and producing clear, well-organized written materials using Microsoft Office, Teams, SharePoint, or similar tools are also preferred.
