Job Description and Duties

This position is limited term 12 months, may be extended up to 24 months or become permanent.

The California Coastal Commission’s Legal Division is seeking a Legal Analyst to provide professional legal analytical assistance to Attorneys, Coastal Program Analysts and Senior Management statewide. The Legal Analyst provides legal assistance to the attorneys in the legal division, primarily by assisting them in responding to Public Records Act requests and also by reviewing legal documents to be recorded with the County Recorder’s office. The Legal Analyst may provide guidance and assistance to line coastal planners and enforcement staff statewide and may assist in the preparation of administrative records for litigation.

A Legal Analyst is responsible for all aspects of the Coastal Commission’s response to Public Records Act requests as well as assisting in drafting and reviewing legal documents. This work involves:

  • Monitoring and reviewing all Public Records Act requests received by the Coastal Commission and tracking all response deadlines;
  • Locating responsive documents or assisting Commission staff in locating documents responsive to such requests;
  • Loading documents into the Relativity database, preparing workspaces for document review, and producing documents;
  • Preparing letters responding to such requests;
  • Under the supervision of an attorney, reviewing documents for responsiveness and privileges;
  • Organizing and tracking different categories of documents;
  • Communicating, in writing and by telephone, with commission staff and members of the public;
  • Interpreting coastal development permit conditions and findings;
  • Under the supervision of an attorney, drafting and reviewing legal documents;
  • Under the supervision of an attorney, performing legal research and gathering factual information related to recordation of legal documents;
  • Maintaining logs and databases;
