Job Description and Duties

This position is limited term 12 months, may be extended up to 24 months or become permanent.

  • Review and process various Personnel Action Request (PAR) packages; work with fellow HR staff and control agencies for the appropriate approvals and documentation required for appointments, separations and miscellaneous transactions, etc. Key enter data into the SCO system, in accordance with instructions outlined in the Personnel Action Manual (PAM), as well as into Tempo and HRIS systems. Maintain accurate employment records for employees.
  • Perform salary determinations for appointments, reinstatements, transfers, demotions, punitive actions, Merit Salary Adjustments, range changes, etc. Prepare, process and track range change documentation for eligible employees. Calculate overtime rate, special pay or holiday pay referencing the Fair Labor Standards Act to compensate employees accurately. When necessary, calculate and process salary advances. Process and manage garnishments, accounts receivables, accounts payables, etc. Check the warrant registers in Mobius View on a daily basis; release or hold paychecks, as necessary.
  • Perform a full range of difficult personnel transactions tasks, requiring analysis and research. Develop, edit and maintain various types of HR checklists; including master employee roster, tracking logs, transaction checklists and other personnel reports, as needed.
  • Perform all required HR Office reception tasks which include but are not limited to answering the HR main phone line, attending to visitors at the front desk window and responding to emails received via the HR email inbox.
  • Develop, edit and maintain various transactions reports, which include tracking the due dates and receipt of Probationary Reports, Individual Development Plans, Performance Appraisals, etc.
  • Administer leaves of absence related to Family Medical Leave Act (FMLA), California Family Rights Act (CFRA), Non-Industrial Disability Insurance (NDI), Enhanced NDI, NDI-Family Care Leave, State Disability Insurance, Paid Family Leave and Pregnancy Disability Leave. Monitor approvals of these benefit claims by control agencies, process the corresponding payments, and maintain accurate leave accounting via Tempo and CLAS. Administer these various disability programs in accordance with established laws, rules and departmental policies. Collaborate with the FMLA/Disability Coordinator.
  • Administer and process employee benefits (i.e., Health, Dental, Vision, Consolidated Omnibus Budget Reconciliation Act (COBRA), FlexElect, Consolidated Benefits (COBEN), Group Legal Plan, Long Term Disability, etc.), according to rules established by CalPERS and CalHR:
    • Review all benefit documents for accuracy by verifying the permitting event codes and dates, effective dates and the appropriate signatures are in place, regularly referring to the Benefits Administration Manual (BAM).
    • Process health enrollment documents via the MyCalPERS system, adhering to existing CalPERS guidelines.
  • Using Tempo Timesheet Software, audit timesheets for timeliness, accuracy and completeness. Submit a leave usage file to SCO via the interface process with the California Leave Accounting System (CLAS) in a timely fashion; complete the monthly Time & Attendance Report (STD 672) and reconcile employee time worked with the master payroll warrant registers; verify, certify and release master payroll for both positive and negative attendance employees. Report to the State Controller’s Office any exception to master payroll due to appointments, separations, dock and position changes. Using the California Leave Accounting System (CLAS), maintain employee position and leave benefit information, updating leave balances for full-time, part-time, and hourly employees. On a monthly basis, process and track hours worked for intermittent and retired annuitants to ensure limits are not exceeded as mandated by existing control agency rules and regulations.
  • Prepare and submit Merit Salary Adjustments and Special Salary Adjustments for intermittent employees. Review, interpret, and implement legislative changes, bargaining unit contract provisions, control agency manual revisions, CalHR Pay Letters and online HR Manual, SCO Payroll, Personnel, Leave Accounting Letters and CalPERS Circular Letters.
  • Receive, open, date stamp, and distribute HR mail, as well as process the outgoing mail.
