Job Description and Duties

The California Coastal Commission (Commission) is seeking a new talented addition to its San Diego Coast District Office. The San Diego Coast District Office has responsibility for carrying out the requirements of the California Coastal Act in San Diego County. Under the direction of the San Diego Coast District Manager (Coastal Program Manager) and one or more San Diego Coast District Supervisors (Coastal Program Analyst III), this Coastal Program Analyst’s (also referred to as a “Port Planner”) primary responsibility will be to perform a wide variety of tasks related to permit processing and planning associated with the development of the Seaport San Diego project and other port facilities and infrastructure in the Port of San Diego on tidelands and in submerged waters around the San Diego Bay. The selected candidate will be hired as a Coastal Program Analyst II, although, depending on the candidate’s qualifications, a Coastal Program Analyst I may be considered. This position may also perform general San Diego Coast District permitting and planning functions, including those related to other port development in the Port of San Diego. The Port Planner works closely with the District Manager, District Supervisors, and other technical, legal, legislative, planning and permitting staff to ensure a consistent and coordinated approach to fulfilling the requirements of the Coastal Act. Additionally, this position may be responsible for implementing some non-port-related local coastal program (LCP) planning and coastal development permit (CDP) regulatory work in the San Diego Coast District, including project management, coordination with other agency units (e.g., legal, enforcement, technical services, etc.), and external communications outside the District.

The Port Planner meets with representatives of federal, state, and local governmental agencies, including city and county representatives, as well as tribal governments, community groups and representatives of project proponents, for the purpose of discussing issues related to port development (in-water and land-side); answers questions of the general public and others concerning these efforts; makes presentations before groups on the Commission’s activities; and presents to the Commission written and verbal reports on the consistency or inconsistency of proposed projects, plans, Port Master Plan (PMP) amendments and Local Coastal Program (LCP) amendments with the provisions of the Coastal Act.

Duties will be adjusted commensurate with the level at which the position is filled.
