Job Description and Duties

The California Coastal Commission (Commission) is seeking a new talented addition to its South Central Coast District Office in Ventura. The South Central Coast District Office has responsibility for carrying out the requirements of the California Coastal Act in Santa Barbara, Ventura, and North Los Angeles Counties. This District Supervisor (also referred to as a “Supervising Analyst”) position is located in the Commission’s Ventura Office, and the selected candidate will be hired as a Coastal Program Analyst III. This position represents the ‘line’ supervisor position at the Commission and will be responsible for helping to direct and review the work of a staff of coastal analysts performing a wide array of land use regulatory and planning related tasks, and personally performing some of the more complex project analysis and report writing activities. The District Supervisor helps organize and coordinate the local coastal plan (LCP), coastal development permit (CDP) and appeal work of the planning staff and helps to review coastal analysts’ work to ensure its accuracy, completeness and consistency with the California Coastal Act, LCPs, and agency-wide standards.

The person in this position will report directly to the District Manager and duties will include:

  • Assigns work and supervises the preparation of staff reports and recommendations on LCPs, CDP applications, and appeals.
  • Reviews staff work for completeness, accuracy and consistency with LCPs and the Coastal Act.
  • Actively participates in the hiring, evaluation, and training of staff, and helps to schedule workload and vacations.
  • Works with the District Manager and Deputy Director to ensure effective accomplishment of all required work.
  • Reviews and analyzes the more complex CDP and LCP amendment applications for consistency with the Coastal Act and LCPs.
  • Meets and confers with representatives of federal, state and local governments to discuss environmental issues relating to the Coastal Act, LCPs and Commission regulatory activities, with a specific emphasis on LCP coordination with local governments.
  • Oversees analysts’ preparation of presentations, presents complex staff recommendations, and responds to questions at Commission hearings.
  • Identifies and analyzes potential environmental justice impacts in projects, and reviews draft environmental justice, diversity and inclusion conditions, policies, or provisions in staff reports, written comments, or other documents, consistent with the Commission's Environmental Justice Policy.
  • Conduct tribal coordination and consultation for relevant projects, consistent with the Commission’s Tribal Consultation Policy.
