Job Description and Duties

Working under the general direction of the Deputy Director of the Coastal Commission’s Technical Services Unit and Energy, Ocean Resources and Federal Consistency Division, the Research Data Supervisor II (RDS II) is responsible for leadership and management of the Coastal Commission’s Mapping and GIS Unit. The incumbent oversees the staff and operations of the unit, develops staffing requirements, organizes and directs the work of unit employees, and evaluates their work. The RDSII hires, trains and supervises the performance of staff. The RDSII sets goals, directs operations and manages resources to meet these goals, and reports the results to management. The incumbent coordinates the work of the Mapping and GIS Unit and cooperates with the other Coastal Commission (Commission) units, divisions, and district offices, as well as with outside organizations to meet overall agency goals and objectives.

The RDS II oversees the most complex technical mapping and analytical GIS work necessary for the regulatory and planning activities undertaken by the Commission. The incumbent performs responsible, varied and complex technical mapping and analytical planning and regulatory work directly related to implementation, compliance and enforcement of the Coastal Act. The RDS II is the Commission’s lead GIS expert, responsible for the development, upgrade, implementation and integration of the Commission GIS software and hardware systems into the Commission’s agency-wide data management systems. The RDS II works closely with the Commission’s Information Systems Unit to coordinate GIS systems integration, GIS platform development and enhancements, functionality, operations and maintenance. The RDS II represents the Commission in ongoing federal and statewide inter-agency GIS data management and coordination efforts and represents the Commission on federal and state workgroups and taskforces.

The incumbent is expected to:

  • Manage the Commission’s Mapping and GIS Unit, including planning work tasks and project management, directing the work of others and monitoring work quality, communicating goals, and taking responsibility for results.
  • Oversee the operation of the Mapping and GIS Unit, develop staffing requirements, organize, direct and supervise work of unit employees.
  • Supervise staff engaged in the post certification jurisdictional digital map revision process, including review and negotiations with Commission District and technical staff and local government staff regarding jurisdictional data development.
  • Supervise staff responsible for developing and preparing staff reports, correspondence and presentations of staff recommendations for Commission for consideration and adoption.
  • Implement and manage GIS systems integration and GIS platform development.
  • Prepare and review GIS products, maps, and other spatially referenced geographic data.
  • Prepare the most complex staff recommendations for planning and/or regulatory projects.
  • Represent the Commission on statewide technical task forces and advisory committees.
  • Demonstrate proficiency in GIS concepts and analytical techniques, including data development and QA/QC to ensure accuracy, consistency, standardization, and completeness of data.
  • Develop, coordinate, and deploy web mapping services.
  • Demonstrate proficiency in ESRI ArcGIS ArcMap / ArcGIS Pro desktop software, web-based GIS (i.e. ArcGIS Online) application development and deployment.
