Job Description and Duties

Under the direction of the Executive Director, Deputy Executive Director, and/or Senior Deputy Director, directs and makes recommendations on the Commission’s environmental justice, tribal affairs, and communications work across the Commission; serves on the Commission’s senior executive management team; and performs other duties as required to implement Coastal Act programs and authorities on behalf of the Coastal Commission.

Environmental Justice Program

  • Oversees Environmental Justice Unit, its work, and the implementation of Coastal Commission’s Environmental Justice Policy.
  • Directs and reviews outreach to environmental justice communities and stakeholders, staff research and resulting analysis on proposed projects with significant environmental justice issues.
  • Oversees and participates in presentations to the Commission on environmental justice topics and analyses on the distribution of burdens and benefits to help inform decisions and educate the Commission and public.
  • Oversees Commission’s Justice, Equity, Diversity and Inclusion (JEDI) program and implementation of JEDI plan and related strategic plan items, which aims to create an inclusive workplace that allows staff from diverse backgrounds to thrive and improves outreach and public engagement. For example, this may include organizing trainings in collaboration with the JEDI team, leading quarterly JEDI calls, attending interagency meetings with JEDI leads, sitting on interview panels, contributing to or attending staff trainings on JEDI issues such as on implicit bias, presenting at outreach events at locations with greater diversity, and providing input on hiring practices.
  • Advises senior management and Commissioners on environmental justice and JEDI matters.

Tribal Affairs Program

  • Oversees Commission’s Tribal consultation liaison team and guides implementation of Tribal Consultation Policy.
  • Serves as the Commission’s liaison with Tribal governments and tracks and coordinates meaningful consultation and outreach efforts.
  • Guides staff research and resulting analysis on proposed projects with the potential for impacts to tribal resources.
  • Oversees and participates in presentations to the Commission on tribal topics and analyses to help inform decisions and educate the Commission and public.
  • Advises senior management and Commissioners on Tribal consultation matters.

Communications Program

  • Directs the Commission's external affairs operation including developing relationships with the press, crafting official comments, providing guidance to staff and Commissioners on press issues.
  • Manages the Commission’s Public Information Officer who serves as the primary spokesperson for news media inquiries regarding Commission actions, policies and programs.
  • Directs the Commission’s efforts to develop outreach materials for the public, review materials for online content and social media and provides crisis communications messaging for the Commission when necessary.
  • Guides the development of communication strategies for newsworthy actions and activities.

Working Conditions

The California Coastal Commission has several offices. We will consider filling the position in any of our offices. The California Coastal Commission is a hybrid workplace and offers telework for all employees. Telework is available for this position in accordance with The California Coastal Commission’s Telework Policy and Procedures with a minimum 2 day in-person office work week.
