Position Summary

The HR Manager will serve as the subject matter expert in payroll, benefits and HRIS solutions for the organization. One of the primary responsibilities of the position is the coordination and management of the payroll process and holding outside providers accountable to agreed-upon service levels. In addition, this role will develop, implement, and administer our employee benefit programs and serve as a liaison with our broker and vendors for plan design decisions, contract negotiation and compliance with applicable laws and regulations. Finally, this individual will play an integrate role in the utilization of our HRIS System (Ceridian/Dayforce) and will be responsible for identifying and deploying automation, continuous process improvements and enhancing our HR reporting capabilities.

Job Responsibilities

Payroll and HR Administration

  • Continuously drives improvement in payroll practices to develop best in class processing and management of payroll related activities.
  • Serves as a subject matter expert on payroll compliance at the federal, state and local level
  • Accountable for accurate and timely completion of all internal payroll related tasks including verifying time entered, state allocations, adjustments to pay, gross ups, etc.
  • Processes HR personnel transactions. Enter payroll changes in system (name/address changes, withholding changes, deduction changes, direct deposit changes, etc.).
  • Responsible for developing a strong working relationship with our outside payroll vendor. Provides needed payroll files and other related information needed to support consistent and accurate payroll
  • Manages all payroll related reporting and variance reporting needed to meet compliance, auditing and internal financial record keeping needs. This includes supporting additional year-end non- discrimination and compliance requirements.
  • Facilitates accurate and timely delivery of employer contributions and employee payroll deductions to carriers, plan administrators, or other appropriate service providers.
  • Manages payout of annual incentive program, ensuring compliance with state and local regulations
  • Supports employee related payroll inquires as well as request from outside parties (i.e. Employment verification, requests from state agencies, etc.)
  • Organize data and facilitate quality assurance for compensation and benefits related projects (i.e. Total Compensation Statements, 1095-C’s, W-2’s, Paid Time Off roll-over, benefits/payroll financial reporting, etc.)
  • Works with associates on scheduling and processing leaves including input into the HRIS system and complying with FMLA, internal policies

Benefits Administration

  • Develops and administers compensation and benefit policies, training and education to align with company objectives.
  • Serves as a champion for employee benefit programs and handles escalated associate benefit issues through partnership with benefit providers.
  • Supports retirement plan administration including facilitating annual audit, non-discrimination testing, annual matching process, and partnering with vendors on any plan changes or updates
  • Works with outside provider on the development of annual enrollment materials, updating rates within HRIS system, submitting eligibility files to providers
  • Creates processes and policies to maintain and ensure compliance with ACA, IRS, ERISA, DOL, HIPPA, COBRA and other federal and state applicable laws and regulations by monitoring and responding to new and emerging benefit and people related legislation
  • Responsible for working with design team, internal and external legal counsel to update and timely disseminate various plan documents to the appropriate eligible associates including but not limited to the Summary Plan Description, annual notices for Builders Vision
  • Advising and assisting with benefit and compensation reviews and evaluation of processes
  • Reviews department invoices and vendor billings

HRIS and Reporting

  • Manages data extract and import processes for employee related data to and from third party vendors.
  • Partners with service provider on larger scope projects that requires significant HRIS changes
  • Drive continuous improvement of HRIS/payroll services to ensure processes are efficient, cost effective and provide value to our associates. Lead the design, development and implementation of new features and enhanced functionality within the HR systems.
  • Manage security roles and permissions to best meet the ongoing and changing needs of the business.
  • Oversees HR reporting, including the development and maintenance of reports and queries needed for internal and external application.

Qualifications required for your success

  • Five to seven years of experience in HR Operations with a focus in payroll, benefits administration/design, or HRIS.
  • CBP and/or CCP certification preferred but not required
  • A strong understanding of HR and Payroll processes
  • Must demonstrate knowledge in all federal, state and local employment laws and procedures related to compensation and benefits
  • Ability to produce detailed reports, complex spreadsheets, charts, and presentations. Preferred experience with advanced reporting, analytics and BI tools (Tableau, Power BI, Looker) a plus.
  • Proficient with, or the ability to quickly learn, the organization’s HRIS and similar tools
  • Excellent interpersonal, collaboration, analytical and complex problem-solving and troubleshooting skills.
  • Ability to maintain a high level of confidentiality.
  • Required knowledge of Ceridian/Dayforce systems, report development capabilities, and ability to extract and work with large and complex data on multiple platforms
